Coastal Plains Highway Surface Breaks Up Near Gales Point

The rains are here and less than a year after it was officially opened, sections of the Coastal Plain Highway’s surface have been compromised by flood waters. Seventy-eight million U.S. dollars was invested into the construction of the highway. The Government of Belize boasted six million dollars in savings upon the completion of the road. Undoubtedly, the Coastal Plain Highway is a great service to residents along the stretch, as well as Belizeans commuting to and from the south. But, over the weekend, a portion of the road surface on the approach to the Soldier Creek Bridge cracked up and pieces were strewn across the highway. The Ministry of Infrastructure Development issued a press release informing that the location of the damage occurred at mile seventeen and a half because of flooding associated with heavy rainfall. The ministry says that a box culvert was flooded due to backwater from Soldier Creek about six hundred feet away. That issue was caused by blockage of the creek and deforestation due to the recent wildfires. We spoke with Chief Engineer, Evondale Moody, who further explained what led to the damages.

“What I found out this morning is that there are land clearing being done upstream whereby logging is occurring and of course we had the forest fires over the last two months within that area as well. And so what transpired you had blockage of the soldier creek itself and because of that it affected the overflow culvert we have on the approach to the Solider Creek Bridge. We have two culverts that are three meters wide by one point five meters high and those culverts were designed under the Coastal Plain Highway Project as overflow culvert for Soldier Creek Bridge. But they were never designed to accommodate all that flood water that was supposed to be passing under the bridge. So because of the blockage of the creek, that runoff was diverted to the tributaries that are the inlet for those culverts instead of going to the creek itself and under the bridge. Because if you may know, that bridge is similar to the one called Sibun Bridge. Both structures were built a long time ago and they have a clearance of ten meters highway. So we still had sufficient capacity and hydraulic flow under those structure. So the run off diverted through those tributaries significantly affected those two culverts because those two culverts did not have the hydraulic capacity to contain that water. So that overflowed the road there causing the pavement to be deteriorated. From what I saw on the site there was also a large log which is like the whole tree itself that was blocking one of the culvert that came down that tributary and we also observed there was no damage to the embankment of the road itself in that section.”

Flood-damaged Coastal Highway to Be Repaired with Concrete

Images that surfaced on social media following the destruction of a portion of the Coastal Plain Highway showed pieces of broken pavement and exposed gravel. This led many to question the integrity of highway pavement. Those concerns were also put to the M.I.D.H’s Chief Engineer, Evondale Moody. Here is how he responded.

“The pavement structure we have there is bituminous surface dressing which is just two quotes of bitumen with stone chippings on top. That is the traditional paving in Belize and that is what was implemented on the Coastal Plain Highway. Photos you have seen will depict that it is something critical happening on the Coastal Highway, but I believe as individuals and as a country we need to look at the project holistically because the entire project is thirty-six miles. The damage that has been done to the highway on the approach to the Soldier Creek Bridge is only a hundred meters, which would be zero point zero, zero, one seventh of a mile, which is really minute, but because you are looking at the picture and the way the media spun it, it would look like the entire Coastal Road has fallen apart. I don’t think that is the case and that shouldn’t be the information disseminated to the public because that is not the intent or the idea. When we designed the Coastal Highway four or five years ago, we took into consideration all the climate factors we thought were necessary for us ti project on where the flood path will occur or the flooding will be intensified, however you guys know climate change is real and it changes every single day. So, we did not expect we would have that problem at that location, however we still took it into consideration with the installation of those two large culverts. Those culverts were never there before, it was only the bridge. So, in addition to that we ended up raising the approach to the bridge two meters. Can you imagine if the approach was not raised those meters, then the road would have been impassible.”

Gales Point Village is Thankful for Newly Built Coastal Highway

We also heard from Jason Altshaft, the chairman of Gales Point Village. The entrance to the community also experienced a significant amount of flooding, following the weekend rainfalls. It is an area prone to flooding. Thankfully, flood waters did not damage the newly constructed road infrastructure. Chairman Altshaft says that the flood waters presented some minor inconveniences to residents, but overall, the community remains grateful for the roadway they now enjoy.

“We did experience quite a bit of rain that came down. It ended up being a flooding situation, probably a little bit due to some of the fires we had where we had a little more rapid waters coming down. All in all, we haven’t had any serious issues with the road yet. This is a good test. Unfortunately, it is not quoting a year old, July is when we christened it. But I can’t take anything away from our Belize engineers. They had this thing engineered in the middle of the summer by a European team and I always thought that was kind of strange because they wouldn’t know where the worst spots were. And that has notoriously been a spot where people have died there from flooding in the past. I have seen that water go from zero standing in the valley to at least twenty feet deep within about thirty minutes. So, I know it can change rapidly depending on the rainstorm funnel a lot of water through there in an area where there really is not a river except for when it rains this hard. So, I think that is a challenge. We have always known this road has been a challenge from day one, the Manatee people have known how to manage and predict the ways of the Coastal Road. But it sure is a blessing to have a way in and out and quite a bit less flooding all in all.”

Land Clearing and Development Along C.P.H. Can Lead to Severe Flooding

But the rains are not over yet. In fact, we are only at the start of the rainy season. And, with an increase in deforestation and land developments along the Coastal Plain Highway, incidents of flooding could quite likely become even more severe. According to Evondale Moody, an assessment of the highway has revealed that large plots of land where forests once stood have been cleared as opportunities for business increase with the area. And with these clearings, the road infrastructure can become even more stressed. Here is how he puts it.

“In terms of the defects liability period, based on what I have seen today it is not a result of workmanship. There was no fault of the contractor in what happened over the weekend. That was not his fault, that was the fault of nature. WE did not know the creek would be flooded. We did all we could in the design to improve the drainage condition within that section of the highway. However other entities created that problem for us by deforestation up stream. We don’t know that is happening there. It is something we have to look into, but a lot of areas have been burnt out, and based on my observation this morning we have a lot of areas where a lot of forest is cleared now where people are developing their new businesses, their new parks opening, and I saw one just by the Manatee bridge. The Manatee bridge used to be the key point along the Coastal Highway where flooding would occur. That bridge performed well today. There were flood waters there, but you could see surrounding the four banks along that river that there is developments happening there. I think there is an Eco Park that will happen there, and all that forest and land mass have been cleared. We now have to look at the capacity of those drains there and the capacity of the Manatee channel itself to cope with the flood water that will be coming down because that water will not be infiltrated into the earth. It has to be displaced somewhere so that has to be to the Manatee Creek. So it is all about development that is happening along the coastal highway and all over the country.”

August Pine Ridge Was Under Water Following Torrential Rains

Several portions of the August Pine Ridge community in the Orange Walk District were also under water over the weekend. According to the National Hydrological Service, the village received at least six inches of rain. We spoke with Hydrologist Carmelita Blanco.

“We had a conversation with the chairman of the village earlier and he shared to us that this flooding that happened is something that haven’t happened a long time ago. But August Pine Ridge that section does flood, but it has not flooded a long time before as it did yesterday. What led to this is the accumulation of rainfall that took place and also the creek that passes through the villages overflowed its banks. It was about six inches yesterday of rainfall.”

Doris Grant and Alleged Gang Boss are Shot in Belize City

A brazen attempt was made on the lives of Doris Grant and Austin Underwood in the wee small hours of Sunday morning, as they drove along Fairweather Street here in Belize City.  The couple reportedly left from an event they attended on Saturday night and came under gunfire while they were returning home to their Reggae Street address.  Grant has been in the news on several occasions recently, following an arraignment in the lower court for obtaining property by deception.  In the wake of those charges, an operation was conducted by the Belize Police Department during which Grant’s Gardenia property was ransacked by a team of officers.  Her residence in Port Loyola was also raided by police several days later.  Grant, as it has been reported, is the subject of an investigation into a purported land scheme that seemingly netted five million dollars in proceeds from several unsuspecting Mennonite businesspersons.  Notwithstanding these allegations against Grant, Assistant Commissioner of Police Hilberto Romero says that the shooting that left both Grant and Underwood injured is gang related.

“Police responded to a shooting near Fairweather Street in Belize City.  Upon their arrival, they received information that two persons had been shot and taken to the K.H.M.H.  They were identified as Doris Grant and Austin Underwood.  Information is that they were driving inside a vehicle in that area when they heard several gunshots and realized that they had been shot.  They were treated at the hospital and have since been released.  We have several persons in custody in regards to this investigation.”

Home Affairs Minister Speaks on Doris Grant Shooting

The police department believes that the attack on Doris Grant and Austin Underwood is gang related.  Underwood is the sibling of Alex Underwood, said to be a reputed gang leader in the Port Loyola neighborhood.  When we caught up with Home Affairs Minister Kareem Musa this morning, he reiterated what investigators are saying.

“From the information that has been gathered and the investigation so far, that is not what the information is suggesting.  It is considered to be at this very early stage, it is considered to be a separate issue.”

Was Majestic Alley Shooting Victim Actually a Gunman Lurking?

Gunfire erupted in Majestic Alley over the weekend and investigators are trying to determine whether the shooting victim was in fact a triggerman sent to carry out a hit on someone in the area.  Alex Lino remains hospitalized tonight after being shot on Saturday.  He told police that he was in the vicinity of the alley when someone opened fire and then he realized that he had been struck by a bullet.  Residents contend that Lino was lurking in the neighborhood and when he reportedly fired at his target, someone also shot at him.

“Police responded to a shooting incident at Majestic Alley in Belize City.  Upon their arrival they found one Alex Lino who had received a gunshot injury.  Lino reported that he was at the alley on a motorcycle when he heard several gunshots.  He then realized that he was shot and is presently at the KHMH in a stable condition.  We have several persons in custody and the investigation continues.”

“Are you guys able to determine whether or not he, Mr. Lino, was there to carry out a crime when he got targeted by residents?”

“Yeah, we are following up on several reports that are being made.  That is the information we have, that there were several gunshots that were heard in the area so we following up on those.”

Avery Usher is Shot on King Street  

Elsewhere in Belize City this weekend, another individual was the target of a drive-by shooting on King Street.  Avery Usher was outside when a vehicle appeared on the scene and someone inside took aim at him.  An officer who happened to be in the vicinity, returned fire at the fleeing vehicle.

“Police responded to a shooting incident at King Street in Belize City.  Upon their arrival they found Avery Usher with a gunshot injury.  Information is that Usher was standing on King Street when a vehicle pulled up and one of the occupants fired several shots towards his direction.  A police officer who was in the area at the time then fired towards the vehicle which sped off.  Usher is presently at the K.H.M.H. recovering and we have not detained anyone so far for this investigation.”

Security Guard Shot in Belmopan, His Firearm is Stolen

In Belmopan on Friday night, a security guard on duty at the Mall Gas Station was shot by a pair of armed thieves who made off with his weapon.  Police say Ismael Miguel was rushed to the Western Regional Hospital where he remains in a stable condition.

“Police responded to a report of a shooting incident at the Mall Gas Station in Belmopan.  Upon arrival they found Ismael Miguel with a gunshot injury.  He was rushed to the hospital for treatment.  Information received is that Miguel was working security duties at the gas station when two male persons on a motorcycle arrived at the area.  He was held up and thereafter shot.  Thereafter the male persons proceeded to steal the firearm from the security guard and some cash from two of the attendants who were at the gas station at the time.  Investigation into this matter continues.”
