Youth Empowerment Takes Center Stage at Restorative Justice Symposium

The Leadership Intervention Unit and the University of Belize teamed up to host a groundbreaking symposium on restorative justice earlier today in Belmopan. Under the inspiring theme, “Youth in Peacebuilding: Empowering Change Through Restorative Justice,” students packed the university’s auditorium for a powerful panel discussion. The event shed light on the harsh realities of crime and the urgent needs of marginalized communities. Engaging speakers from both organizations shared their insights, sparking meaningful conversations and empowering the next generation to lead the charge for peace and justice.

“UB has always been a great collaborator, a great partner of our and we believe that students who are within the social science program are going to be leading the social programs and the entire social protection system in the coming years. We want them to appreciate the population, what vulnerabilities look like for people and we want them to approach it from the most informed point of view to really transform people’s lives. So, this symposium is part of having that dialogue and discussion and having students understand the real, because many times students who have the privilege of going to school sometimes become a bit disconnected and we want for them to understand that we are all in the same boat together and once one of us weak all of us weak.”

                    Dr. Vincent Palacio

Dr. Vincent Palacio, President, U.B.

“We have a new criminal justice and criminology program. We have our students in the four-year program and currently there is a presentation by a student on his last year of that program. They are talking about restorative justice and the importance of it. It is important that our students are way of such and if it is effective, if it is not, if it is something we should adapt as we move forward. So it is important that we bring LIU to the table. They are the ones working in these areas, so that the students can see what they are learning in class, how practical it is.”

“Tomorrow we have the ceremony where we will award the winners of the investigative journalism competition that we run at the university. Our first year doing it and we are very excited about it. The nominees, the pieces we selected are very interesting and I am looking forward to see who will win the ten thousand dollars, which is the top award there and the second and third place will get five thousand dollars. So, it should be interesting. Tomorrow we will hear who the winners are. We have a degree in English and in English education. So we are incorporating that aspect in the program and we also are establishing a minor in investigative journalism and providing short courses through our ODL for journalist like yourself to take advantage of.”

“I recall six years and four months ago when I was installed as the Commissioner of Police on this same parade square, I gave a presentation in which I said to the Belizean people that I will do my utmost best in ensuring that the Belize Police Department meets its mandate in keeping the Belizean society safe. It was a mandate that many believed would not have happened considering the enormity of the gang violence that permeates our society, particularly in Belize City.”

Chester Williams Bades Farewell to Police Commissioner Role

There’s a new commissioner at the Belize Police Department. Today, the department held the official change of command ceremony where the former police commissioner handed over the reins to Doctor Richard Rosado. Chester Williams has been with the department for over thirty-three years and served as commissioner for the past six. He exits the post as the longest-serving top cop and the first attorney-at-law to ascend to the role. Williams is now preparing to step into his new position as Chief Executive Officer of the Ministry of Constitution, Religious Affairs, and Transport. At today’s ceremony, Williams reflected on the department’s accomplishments during his tenure.

                            Chester Williams

Chester Williams, Former Commissioner of Police

“ As I said, policing has been my life. I joined the ranks of the police department at the seventeen coming straight out of a bakery to a police officer. And from then, that is all I know. So it is bitter to the extent that it is what I have been doing all my life. And it is sour because I am leaving and it is sweet. It’s for the simple fact that I now get an opportunity to go somewhere else and see how best I can continue to serve my country. The Ministry of Constitution, Religious Affairs, indigenous Affairs and Transport is a ministry with a lot of responsibilities. We all know that traffic is a problem in this country. We saw the amount of fatalities on our Highways last year, and certainly it is the mandate of IT government to make sure that we don’t have a repeat of last year. And so moving over with Dr. Zab at that ministry is certainly something I welcome. I look forward to doing what we can to address the plague that troubles our commuters. I traverse this country from Punta Gorda to the city to Benque. And on many occasions I see the type of buses on our highways that our commuters have to bear the pain, to ride in the morning, to go to work on the evening, to go home. Many a times we see these buses bruk  down on the side of the road, commuters standing outside, waiting for transport to get them to work or get them back home. These are things that need to stop. Your peer for a service is expected that you’ll get good service. And so myself and Dr. Za, we are committed to making sure that the communities of this country get the service that they’re paying for.”

Dr. Rosado Officially Belize’s new Police Commissioner

As of today, Dr. Richard Rosado is Belize’s new Commissioner of Police. With over twenty-eight years of experience in both academia and policing, Rosado becomes the first commissioner to hold both Master’s and Doctoral degrees. He expressed his enthusiasm for taking on the role and continuing to serve the people of Belize as the nation’s fourteenth Police Commissioner.

Dr. Richard Rosado, Commissioner of Police

“It is it is a desire of our police officer to reach it up, and I believe if I would say no, I would be lying. But all of us join the department to one day, head the ship, or be the captain of the ship.”

Reporter

“So what’s the feelings like now being here, having it officially handing over?”

Dr. Richard Rosado

“Honestly, it’s, I’m still wondering if I’m dreaming, but I know the intense weight of the responsibility, and I know that it’ll require, it’ll not be an easy journey, but with the support of the public and our stakeholders, I believe we can’t do a lot and make our community much safer.”

Reporter

“Talk about your vision for your tenure.”

Dr. Richard Rosado

“So honestly, first of all, my message to the public is one of commitment and collaboration. I am dedicated to reforming, refocusing, and rebuilding the police department. I, like I said, I know it’ll not be an easy journey, but with the support of the public and our stakeholders, I believe we can create safer communities and are more transparent and more effective police department.”

Reporter

“How has this transition period been for you so far?”

Dr. Richard Rosado

“Honestly, it has given me the opportunity to sit with my senior command, to hear the challenges and concern, and to it allow me to put together my strategic plan. Hence the reason we, I have termed my strategic plan. Reforming, refocusing, and rebuilding the police department.”

Reporter

“This year in particular, has seen an increase in gun violence compared to like last year when it was relatively quiet. What is your plan to hopefully not pass those numbers from last year?”

Dr. Richard Rosado

“Honestly, we will do some restructuring and addressing critical security challenges like gang violence, illicit trafficking of firearms, transnational crime, cyber crime do require a collaborative and multifaceted approach. Hence, I believe that through our true prevention to intervention and to through our enforcement strategies, we will reduce gang violence. We will disrupt the illicit flow of drug trafficking, of firearms, and we will ensure that we address the growing threat of cybercrime and transnational crimes.”

Faber Arrested, Says It Is Politically Motivated

This morning, former Collet Area Representative Patrick Faber stood alongside Opposition Leader Tracy Taegar-Panton at a UDP press conference in Belize City. Just as he finished his presentation, a team of officers swooped in and arrested him. Faber is accused of assaulting a police officer and obstructing the officer from performing his duties in the early hours this morning. The incident began when Faber allegedly sped through a checkpoint at the foot of BelChina Bridge, prompting a police pursuit. Upon stopping him, officers discovered his vehicle was unlicensed. When asked for his driver’s license, Faber claimed it was at home. The officers followed him to his Belize City residence where he produced the license. While issuing a violation ticket for operating an unlicensed vehicle and having a defective light, Faber began recording the officer and placing his phone close to the officer’s face. The officer reported feeling threatened and uncomfortable. Despite repeated warnings that he was obstructing police duties, Faber’s behavior persisted. After being detained at the Biltmore, Faber was escorted to Queen Street Police Station for questioning, and later to Belize City Magistrates Court for arraignment. This afternoon, he pleaded not guilty to both charges. Speaking outside the court, he claimed the charges are politically motivated.

                 Patrick Faber

Patrick Faber, U.D.P. Senator Designate

“I just think it is politically motivated, much of it. I did not do anything that would constitute any kind of aggravated assault. Nor did I try to stop the police or obstruct the police from doing his job. The police who gave me, they gave me two tickets by the way, one for my tail lights, that is the real reason why they claim they stopped me and they don’t show you all the video. I have not seen what they showed you, but from what people are telling me, they diced and spliced what they want, which is a matter itself. If the police recorded me, how can the video, because I did not share my version of the video as yet, but how can the police video be floating all around. What is their motivate? Clearly it is try to bring embarrassment and shame. I am saying for the record that I am not guilty of those charges and we will wait for the court, for us to have our day and for that to be determined?”

Reporter

“Do you believe this is casting a black eye on a party that is rebuilding, especially since today was your first press conference?”

Patrick Faber

“I think that is the intent. But we have long resisted this kind of thing. This week makes twenty years since I was last charged with aggravated assault against a police officer. Your member. So this is no the first time I have endured such a charge or targeted because of politics in this manner. I am not saying the police did not have a right to stop me and all of that. But I complied with all they asked me to do. I was just trying to make sure I had a version of what happened, for the very same reason. I know very well how they are able to use these things in a politically slanted way.”

Reporter

“Had you been driving under the influence?”

Patrick Faber

“Absolutely not, if the police felt that way, they stopped me in front of Blue Marlin where I came out and they asked me for my license, I told them I did not have my license on me and they insisted that the regulations that says, or what I thought to be the case, that you have twenty-four hours to produce your license, the officer said absolutely not. I told them that I was not too far away from where I need to be to get the license and he followed me there. If he allowed me to do that, as you heard my attorney say. In fact, those who know my I have completely stopped drinking and I only took a drink for my birthday and that was it.”

Faber’s Attorney Says He Had a Right to Record Police Officers

Patrick Faber was represented in court today by attorney Orson “OJ” Elrington. Elrington explained that his client tried to file a counter report to share his side of the story but was denied the opportunity. He noted that Faber is prepared to file a counterclaim against the officer involved in the incident. Regarding the actions described as obstruction, Elrington says that Faber was within his rights to record the encounter on his phone. He also questions the basis of the assault charge, expressing confidence that the case will not hold up in court.

              Orson “OJ” Elrington

Orson “OJ” Elrington, Attorney-at-law

“It is not the first nor the last time that the police officers will assault citizens who are doing nothing more than recording them, which they have a right to do. The case of Shamar Foster prove that police officers can assault you if they slap the phone out of your hand, which is the exact circumstances we are looking at right now. This is the exact pattern, except Shamar Foster is a young man.”

Hipolito Novelo

“Based on the officers interpretation of Faber’s action, he is accusing Faber of obstruction?”

Orson Elrington

“That is what I am saying. I don’t know what is the basis on which they will find that obstruction charge, because you have to be doing something for a person to obstruct. Recording under no law, recording and this is critically important for us to put on record, recording, because this is what the police consistently, over and over do, they violate the rights of citizens by being abusive. This is an assault. You have no authority to slap the phone out of somebody’s hands. If you are doing your duty, slap that phone out of your hand, I would be committing an assault. So what prevents a private citizen from recording what a police officer is doing in the middle of the night, what prevents them from being subject to assault charges?”

Reporter

“Have you guys tried to file a counter complaint?”

Orson Elrington

“We tried to which the police completely ignored and denied. We have it on record saying we want to make a complaint. That is why we were so late here. The police did not even do an investigation. Mr. Faber arrived at the police station to a charge sheet, without getting his side of the story.”

Barrow’s Leadership Bid Rejected; Panton Unveils New Vision as UDP Turmoil Continues

Despite the events following the 2025 general elections, turmoil continues to brew within the United Democratic Party (U.D.P). Former Area Representative “Shyne” Barrow stepped down as party leader after losing to Lee Mark Chang in Mesopotamia. However, just last week, Barrow claimed that he still has strong support, and his followers are calling for his return. He insists that until the court decides, he and the executive elected at the last convention will remain in place. In response, Opposition Leader Tracy Taegar-Panton has firmly rejected Barrow’s bid for leadership. At the U.D.P. press conference held earlier today, Panton laid out her new vision and path forward for the party, emphasizing a fresh direction and unity.

             Tracy Taegar-Panton

Tracy Taegar-Panton, Leader of the Opposition

“ The party is moving forward. The party, as I’ve said before, will have a National Party. Council will determine a date for a national convention to be held and will hold a legal convention that will set in motion a new mandate for its leadership team. We will not wait for decision to be made by Justice Hondora. For this reason only, whatever decision is taken by Justice Hondora, the leadership team still needs to be formally installed and still needs a fresh mandate. And so, we hope in the interest of leaving the media circus behind that we will be able to receive a judgment from Justice Hondora, which we have every intention  to respect, but the party  if you were in court, I know Channel Seven was in court that day, you would’ve heard the judge yourselves, that made a very strong recommendation that the party needs to sit down and sort itself out.”

U.D.P. Says Government Knew MCC Grant Loss was Coming

The Government of Belize is about to lose access to a hundred and twenty-five million dollars in a development grant from the United States. This loss comes after the Department of Government Efficiency decided to shut down the foreign aid agency, Millennium Challenge Corporation. With the closure of this five-year grant agreement, the government must now scramble to find alternative funding for the planned transformative educational and energy projects. U.D.P. Senator designate Patrick Faber, didn’t hold back in criticizing the government for not securing alternative funds sooner. He emphasized the urgency of finding new sources to keep these vital projects on track.

                     Patrick Faber

Patrick Faber, U.D.P. Senator Designate

“And one other issue that I will add to that list of things that they have been silent on is the MCC project withdrawal of funding by the US government. The government has demonstrated, in fact, that it is ill-prepared, or they have no plan. We are waiting patiently, of course, for the budget, which is all the more reason why I join with my party leader in sending the signal that it is intolerable, that the budget has not been read, because that would be a good space for the government to tell us what exactly they plan to do. When the Trump administration, the United States government, and it’s not just today, it happened. We got the warning. In fact, if you follow the US politics, you knew that this would’ve happened a long time ago. The minute Mr. Trump won the election, you knew that it was coming. So we need to be told as a nation, what is it that the government intends to do? You’ve heard about the trade wars, but you’ve heard about now, you’re hearing now about the withdrawal of these funds. This is serious money. This is a quarter of a billion dollars with a B that the MCC project would have brought for education, for energy, for agriculture. These things are important pillars of our economy. Yet we have not heard anything official from the government as to, in fact, we haven’t heard from them that it’s happening officially at all.”
