Belize Among Cheapest Country in Latin America for US travellers

Belize ranked number 2 as the most affordable country in Latin America, behind Barbados in the number 1 spot. Yahoo Finance reports that airfare to Belize is USD 411, and accommodation costs are USD 199. It says, “Belize is a captivating destination known for its diverse natural beauty, rich cultural heritage, and adventurous experiences. Bladen Nature Reserve trails and the Mayan ruins are some of the most popular tourist attractions in the country.”

The report was compiled by the stock advisory firm Insider Monkey.

These countries secured the top spots in the affordability rankings for US tourists due to their inexpensive flight fares and accommodation costs.

Joining Barbados and Belize on the list of wallet-friendly destinations are Aruba, the Dominican Republic, and Ecuador. On the contrary, the report identifies Costa Rica, Antigua and Barbuda, and the Cayman Islands as among the most expensive countries for visitors.

It’s worth noting that airfare and accommodation expenses can vary significantly based on the traveller’s departure point, destination city, and choice of lodging.

Mordo Intelligence predicts that US travellers will significantly contribute to Latin America’s tourism revenue, which is expected to reach approximately US$52.18 billion this year. Despite the challenges posed by the COVID-19 pandemic, international arrivals in Latin America have shown signs of recovery, with figures returning to 88% of pre-pandemic levels in 2023, as reported by the United Nations World Tourism Organization (UNWTO).

This resurgence in tourism is reflected in the financial performance of travel services provider Booking Holdings Inc. In the latest quarter, the company’s revenue surged by 18.15% to reach US$4.78 billion, exceeding market expectations by US$73.37 million.

Attorney Wendy Auxillou Has Yet To Make Police Report Against Minister

On Wednesday, the Office of the Prime Minister announced the return of Belize Rural South area representative Andre Perez to Cabinet. Perez was reinstated as the Minister of Blue Economy and Disaster Risk Management after being on leave for months following allegations of sexual misconduct levied by attorney Wendy Auxillou. Perez continues to vehemently deny those allegations. After hearing the news of Perez’s reinstatement, Auxillou took to Facebook, doubling down on him saying that “To date I have not been contacted by anyone in the government to ask to review my evidence or to hear my side of the story”. She also said that “the Prime Minister took my call, but did nothing more.” News Five reached out to Attorney General Anthony Sylvestre and Prime Minister John Briceño for comment. We are still waiting for a response. As for Perez, he told News Five “no comments for now.” We note that Auxillou says she had to flee Belize because she is in fear for her life. But while Auxillou took to Facebook, she has yet to make an official police complaint. She said that she does not need to make a police report or have a judge or the attorney general confirm her allegations. But for there to be a criminal investigation, a complaint must be made. And we checked with Police Commissioner Chester Williams about it today, he told us that none has been made.

“I saw the Facebook post, but in terms of a report from here there is none.

“Will you guys follow up that Facebook post? We have seen in previous cases where a facebook post would be enough for police to do an investigation or launch further queries.”

“It is different. We are not in the business of witch hunting people. If it is that she has a complaint against the minister then her duty is to come to the police. We don’t go after people like that. Now if I see a Facebook post with people fighting, that is a matter where the police can be the complainant. I can take that, but in terms of a report like what she is commenting on social media it is not our job to bring her in to make a report, no.”

Home Affairs Minister on Allegations Against Cabinet Minister

We also spoke to Minister of Home Affairs Kareem Musa about the allegations made against his cabinet colleague. Minister Musa says he has seen Auxillou’s latest Facebook. He says that without a police complaint, the post is defamatory.

“Are you aware if Mr. Perez was investigated in terms of the allegations that were brought against him initially?”

“I know that the attorney General, Mr. Sylvester was tasked to conduct and carry out an investigation into those allegations so to speak. To me there was just a lot of post that have been shared by whatsapp and being shared on social media. So I don’t know if anything went beyond that. I know that at the time, based on that sort of information that was coming out it seemed to have been somewhat of a consensual relationship. So I don’t think there was anything done further. As you know, neither party has come forward to the police department to make any sort of police report and I think that is where that ended up. I am only now seeing a facebook post in which I don’t even want to answer a question to that effect because we might be committing defamation of character when in fact a police report has not been made. So it is always encouraged, if you have any sort of allegation to make, whether it is true or false, the court will decide if it is true or false, and perhaps the chips will fall where they may then. But to me, this seems to be some sort of new allegation being made.”

“Andre Perez has been one of the hardest working ministers. He did a lot at civil aviation and of course , the blue economy. He is now reinstated as the minister of Blue Economy. He contributes a lot to our Cabinet discussions and the decisions we make in the Cabinet.”

What Led to Minister Perez Returning to Cabinet?

As we mentioned on Wednesday’s newscast, Prime Minister John Briceño said that the cabinet reshuffle follows a resounding mandate from the electorate on March sixth. In San Pedro Town, the People’s United Party won by huge margins, and it is for this reason that Perez was invited back to cabinet. Home Affairs Minister Kareem Musa explains.

“As you know Paul, the decision for any sort of Cabinet reshuffle lies strictly within the purview of the prime minister and that decision is ultimately his. So, I see from the release issues that reference was made to the overwhelming mandate that was received by the People’s United Party in the recent city and town council election. So that seems to have been the impetus to enable these ministers of state, now ministers of state, to do greater work in their constituencies.”

“How do you respond to the criticism that they were elevated so they could eat? You know the salary as opposed to just being an area representative?

Kareem Musa

“I will not categorize it as that. It is certainly testament to all the work that they have been doing as area representatives within their respective constituencies.”

Elmer Nah Appeals to Authorities to Enhance and Review Murder Recording

While we were in court on Wednesday covering the Bladen Twelve drug landing case, one of the defendants in that case, slipped us two notes which pertain to another case for which he faces three counts of murder. Elmer Nah, who is charged with the murders of brothers, Jon and David Ramnarace and Jon’s wife, Vivien Ramnarace, claims in the notes that he has been appealing to the authorities to get them to enhance the images to show that he was not the gunman in the triple murder. In one of the notes, Nah names a former policeman as the gunman in the Ramnarace triple murder, a name we cannot show because that former officer has not come under any investigation as a suspect. Today, News Five spoke with Commissioner of Police, Chester Williams about this scenario that has presented itself. He said that Nah is entitled to present a defense when the matter goes to trial.

“He says that another officer by the name of Mr.****** is the murderer in the Ramnarace case. Nah also says that he has asked police to enhance the video of the shooting and they will see it is not him. Any response to that?

Chester Williams, Commissioner of Police

“I will not respond to that. That is a matter before the court. Nah certainly has the right to mount a defense. We at the end of the day will have a duty to present the case. I will leave it at that.”

“He alleges that he was threatened by a police escort.

Chester Williams

“That report is total fabrication. I have consulted with Ms. Alifa Elrington who is head of prosecution branch and thankfully the officers who are engaged in securing Nah do wear body cameras and the bus in which he is escorted also has camera inside. So we do have video footage of his entire escort and nowhere in his escort do we see anybody abusing him or threatening him. Those video footages also have audio. So if it were the officer threatened him using words, the audio would have picked it up and if were that the officer had threatened him by action then the video would have picked it up as well. From our investigation we have found out it is not true.”

Nadia Caliz is New B.N.T.U. National President

The Belize National Teachers’ Union held its bi-election to elect a new national president. Voting began at around two-thirty this afternoon and was completed by four-thirty. Following the counting, Nadia Caliz emerged as victor, besting Ifasini Efuneymi. We spoke with Caliz about her candidature.

“I have been paying attention to the direction our union has been taking and that is not the direction our union should be going and I believe that those of us who are stalwarts understand what BNTU represents to this country. We need it to come back and put us back on the platform where we were. And, being a member for thirty years and serving as rep, school rep, vice president, member of council , being in the forefront of many demonstrations, I have the experience. So I said, let me come forward. I said let me come forward and offer myself and see if they would accept me as their president. So I am waiting to see the results and if that is it then we are ready.”

9 Days in SOE, 53 Persons Detained

It has been nine days since the state of emergency was declared in southside Belize City, Roaring Creek, and parts of Camalote. Since then, there has been a relative sense of peace across the Old Capital, except for one murder on Good Friday. Today, we caught up with Police Commissioner Chester Williams, to get an update on the department’s work under the SOE and to get his response to one complaint about police abuse.

“So far I can say that it is going well and as much as the regulations that accompany the declaration do give the police a number of powers, we have not been using those powers. So if you move around the areas that are under a state of emergency you can see that the law abiding citizens still move around freely as the SOE was not intended to disrupt the movement of law abiding people but rather to get a better grip on those gang members who continue to demonstrate that propensity to perpetuate criminal acts. So far I can say we have a total of twenty-three persons detained from Roaring Creek and Camalote and thirty from BElize City.So, we have fifty-three persons currently in prison.”

“There are people saying the police are abusing their authority under the SOE, how do you respond?

Chester Williams

“I would respond to that by simply saying, if you as a citizen have seen that, I personally have not seen any. I believe that the police, as much as there is an SOE, the police have not acted in such a way to even enforce some of the provision. For example, under the SOE you would see that there loitering and these sort of things. You still see people the loiter but for they most part they are law abiding people so we try our best not to disrupt that. Some people, no matter what happen they are going to have a negative aversion and say things that are not so, but even if you look at social media, everything that happens out there it is always on social media. Do you see anything out there to the effect that police are abusing their powers?”

“We published one story of police pointing a gun at and individual in a bathroom and he was not fully clothed”

Chester Williams

“Was that the day the police were executing the SOE? Come one Mr. Lopez unu have to learn to stop give airtime to stupidity. This is the reason why criminals behave the way they are, because unu give them air time.”

SOE Criticised as Being Ineffective, Following Good Friday Murder

As we said, fifty-two-year-old Belize City resident Carl Uter was murdered three days into the state of emergency. Uter’s murder led many to criticize the effectiveness of the SOE. Well, today we asked ComPol Williams if it is unrealistic to expect that no murders will occur during a state of emergency. Here is what he told us.

“How did you get there? I really and truly can’t understand how one would even reach there. We have seen that since the SOE has been declared the violence in Belize City has subsidized. The violence in the Roaring Creek Camalote areas have subsided. How is it that we are going to say it is not effective? I cannot agree with statement?”

“Is it unrealistic to expect that no murders would take place under a state of emergency?

Chester Williams

“Of course Mr. Lopez there are certain things that will not be able to be prevented by the work of the police. You look at a country like Jamaica. Almost the entire Jamaica is under an SOE for the entire year for the past four to five years now and when you look at the number of murders in Jamaica it is still high, but again for us in Belize wherever we have a state of emergency we always see the violence in the declared areas go down. I think that as Belizeans we should be happy to see that that happened.”

Minister Musa Weighs in on SOE

We also heard from Home Affairs Minister Kareem Musa about the ongoing state of emergency. When he was in opposition, Musa criticized SOEs as ineffective and a violation of the rights of citizens. That changed when he was elected to office. Musa has led more than one SOEs in response to gang violence in southside Belize City. We asked Minister Musa about his changing views.

“I think in the past and if you could check your records, when it was done in the past it was just done with a broad stroke brush and everybody including working individuals from various areas of Belize City was picked with no sort of investigation being carried out on those individuals before picking them up. The procedure now has been rectified and it is more of a targeted response. The police department knows exactly who the criminals are and we are bringing them to justice. We always have to remember that it is not a black and white situation when we look at crime. We have to utilize all the tools possible and I keep repeating that an SOE is not a solution to the crime problem. It hits the pause button for the police to carry out their investigations and you will see more and more charges, specifically in relation to those murders being committed, be laid.”

“On one hand we refer to them as criminals in this context but when we refer to them in the LIU program they are referred to in a different manner.”

Kareem Musa

“Again, and maybe it is not deliberate on your part, you look at things black and white. Do you know how many people from Belize City was detained under the SOE, thirty-five persons? Do you know how many at-risk youths we are dealing with at the LIU, over a thousand at risk youths are part of the various programs we have to offer. So what do you say about those at risk youths who do not want to live a life of crime, do we just abandon them and say you nine hundred and seventy youths, we don’t want anything to do with you, we have to incarcerate you? Absolutely not, there has to be a solution for you. And if you are hell bent on committing crime there is a remedy for you, you will be detained.”

Murder Count Up in 2024

There have been nine additional murders so far in 2024 when compared to the same period in 2023. As we reported, last year saw a decrease in the number of murders recorded compared to previous years. But is 2024 turning out to be the complete opposite? And what is the Commissioner of Police doing about it? Here is what he told us today.

“Yes we are hoping that we will be able to level off by the end of the second quarter. So far for this year, murders are up by nine compared to last year, but when you compare it to previous years we are still down. Last year was a good year. What we will need to do is go to the drawing board, look at the area, and in this case the area of concern is rural Belize District. Nine of the murders in the eastern division occurred in rural Belize. So, we have to find a way that we will be able to address these types of crime. But when we also look at the motive behind these murders, many of them were social settings or the domestic settings, but the gang related murders were still down tremendously and we want to make sure that going further into the year that we can keep it down. When you look at the overall crime outlook, major crime is down by twenty-two percent compared to last year. So as much as last year was a good year, we are still seeing that major crime is down for this year and we want to make sure we continue that trend for the rest of the year.”
