C.E.O. Peter Allen gives update on audit reports at hospital

There have been reported irregularities in two hospitals; the Southern Regional as well as the Central Regional Hospital. In the south, the Hospital Administrator Nasley Sommerville was suspended last October, after an audit investigation turned up serious irregularities amounting to hundreds of thousands of dollars gone missing. The Police, the Audit Department and the FIU were involved in the investigation, but the case file has still not been completed. As to the Central Region, Health officials say that several persons were suspended, but have resumed duties and could still be removed if it is confirmed that they had a role in the irregularities. C.E.O. Peter Allen addressed the media and gave an update on the investigations.

“For the central region, as I understand it, the report suggests that there are irregularities. I haven’t noticed in the report any significant sums missing for example, but certainly you are right. We do take it urgently and seriously, but we do have to protect the rights of the individuals involved and we have to respect the processes of the public services commission, which is essentially what we are doing. We are trying to hurry it along as we can. There were officers suspended you know, but then within the public service rules, you can only suspend people for a given amount of time unless hearings are held; unless substantive evidence of wrongdoing is made. That was done and certainly in terms of protecting the integrity of the accounts, while we are waiting for the public service procedures to take place, the Ministry of Health has been sending down a finance officer every week. I think she is at Central Regional this morning actually to make sure that everything is done according to the financial regulations. So we do take it very seriously, but we do respect the process and that is essentially what is happening at the moment.”



“Okay, and then there was the other case at the Southern Regional Hospital where significant amount of monies were misappropriated. What is the status with that case at this time?”

“Well that too is of great concern also. I’m in almost constant communication with the police department in Dangriga. The officer, who is particularly implicated in that report is on suspension, remains on suspension, and the public service hearing that the officer has a right to has not happened yet. Just over the weekend presumably—because I saw it on my desk this morning before I came here—is the report from the Auditor General’s office. So the police department has been liaising closely with the Auditor General’s Department. They’ve also been liaising with the Financial Intelligence Unit—I gather that there was some delays there because there was a change in leadership of that unit—but I did speak just a few weeks ago to the office of the Director of Public Prosecutions and they indicated to me that the case is proceeding. They do not yet have a complete case file, but as soon as they do, then they will decide on what is the appropriate course of action.”
