The internal report on the Passport Section

According to Minister of Immigration Godwin Hulse, there is no update on the multiple investigations allegedly ongoing at the Immigration Department. Three persons – Sharon Neal, Omar Phillips and Erwin Robinson – employed in the Passport Section have been on suspension since September, while two public officers – Gordon Wade and Ady Pacheco – employed in the Nationality Section have been instructed to answer very pertinent questions. News Five has obtained a copy of the internal report on the Passport Section, dated November eleventh, 2013; it is signed by Minister Godwin Hulse. The report is crystal clear on the involvement of former Minister of State Elvin Penner. Omar Phillips, the data capture clerk, states that, “it was Minister Penner who brought the application to his desk.” Despite the fact that Won Hong Kim was in Taiwanese lockdown on that day, another data capture clerk, Erwin Robinson, maintained that the person on the passport, Kim, sat in front of him and took the photograph. The report states that, “Mr. Robinson further claims that he did not see Minister Penner on that day. However, checks with persons who were waiting for data capture around that time reveal that indeed Minister Penner was in the room.” So whose picture appeared on the Belizean passport? Well it was Kim, but long distance. According to the report, “it appears that the pictures are copies lifted from the original Korean passport and reproduced for certification by the JP and the Minister.” That Justice of the Peace is identified as Alfonso Cruz. The three officers, says the report, stand out as participants whether by omission or commission of acts. Neal is accused of failing to scrutinize the systems approval properly and failing to sign the passport application form. Phillips, who was handed the application by Minister Penner, is accused of failing to verify the applicant. And Robinson continues to insist that Kim was the person whose picture he captured, even though Kim was in Taiwan at the time. As we told you, the report on the Passport Section is dated November eleventh, but the three officers have been suspended since September. The report on the Nationality Section was dated October fourth, but the employees in that section, Wade and Pacheco, have only recently been asked to explain their roles in the scandal. Hulse told News Five today that Wade and Pacheco have until the end of this week to offer their responses. We note that neither of the two has been suspended.

    Toe the line.

    Penner is not going to prison, neither are you. BUT, you can’t rat anybody out.

    Now when you get ratted out, different story, your screwed. You may to be the scapegoat, suck it up.

    It will work out, hang in there. Too much for UDP to loose, lot of prison time in the balance.

    If they really want some answers why don’t they start by asking Pacheco where she got the new Prado from, more importantly the well connected person who gave it to her for and I quote the ” good friend”. Ask her why she was running around with $10,000 in cash asking my cousin and a lot of other people to help her change the money in time for her all expense paid weekend trip to the US last year. Ask her why she was afraid to take the money to the bank to change. Start by asking the right people instead of these low level clerks that may or may not know anything and who would only mess up the “investigation”, but wait oh I got it now that is exactly what they want, sorry my bad!

    They are targeting the wrong people. Investigate Yim Saan he brought in the application, Sherman Garbutt, he was the money man. And that is part of the ring. But channel 5 u have a start there. Its the entire immigration department involved in this trafficking ring.
