Violators in immigration system will now be fined $50,000

Dean Barrow

Lastly, the Passport Amendment Bill also sees the introduction of stringent penalties for persons found guilty of unlawfully aiding the acquisition of a Belizean passport.  This proposal is in light of recent measures taken by the Minister of Immigration, Godwin Hulse, to address the loopholes in the existing immigration system. And while the price for the issuance of an illegal passport is far more, violators will now be fined up to fifty thousand dollars and a mandatory prison sentence of no less than five years.

Dean Barrow

“The amendments Mr. Speaker, are intended to widen the net to capture all persons who facilitate the issuance of a passport: one, without lawful authority, or two: knowing that the issue of the passport is contrary to the provisions of this act or three: engages in conduct in the exercise of a duty or authority under this act for the purpose of obtaining a benefit for himself or another person.  Additionally, the penalties for offences against the act are strengthened by increasing from five hundred dollars, the fine of which is currently provided, increasing that five hundred dollar fine to up to a one-year term of imprisonment or currently it’s a fine of five hundred dollars and up to one year imprisonment and we’re increasing that to fifty thousand dollars and imprisonment for a term between five and fifteen years.  Mr. Speaker let me just make clear that the introduction of the amendments to the legislation are being done against the backdrop of administrative changes that have already been made by the minister, by the ministry, by the department in an effort to provide improvements.”

You are the leader of this pack of rats, show them what it takes.

    walk the plank, matey.

Who issues passports ? The ministers and civil servants . So they are the targets. But is this law retroactive to include Penner, Castro, Hulse, Perdomo , and the rest of the criminals and Belizean Mafia?

strike three on your fig leaves, Deano.

getting a little rusty in your old age.

Maybe next inning Johnny Salvidar, “The Clueless”, can pull it out as passed rubber stamped laws if he does not go to Hattieville.

The burning question is this, are those who are now involve in this scandal be grandfathered and escape this law or are they going to face the now penalty. My guess is that thus law will not touch them and they will go off into the sunset with their ill gotten money.

Why Would a Belizean ask a minister for a recommendation for visa to come to Belize?????? It just doesn’t make sense any at all. Is the media really analyzing these nonsensical comments made to the media?

Ha, ha, ha 50,000 + 5. What was the price for Passport for the inmate in Taiwan’s jail. With 3 passports a minister can pay 50000, put in fix deposit 100,000 and enjoy not more than 5 years holiday. If the Ministry of immigration does its own internal investigation and the party-in-power’s auditor general does the audit; so no one is guilty. In other words, PM, enjoying your position as PM, you are giving your blessing to corruption. You are sounding like a drowning man.
PM do the proper amendments where needed to definitely put a stop to corruption. For example, 1)that no gov ministry can investigate its own self. 2) an independent anti-corruption body does the investigation led by the senate. 3) amend the composition of the senate as proposed by the social partners and the opposition.

Tthe fine is currently $500 but no one has been fined. This higher levy means nothing if enforcement is not made. Let’s see now 200 visas for Penner and 200 for Castro that adds up to a pretty good size fine even at $500 a pop.

Channel 5 keep digging! There are more ministers complicit in this scandal. It personally cost me more than $2000 to get a nationality. Most of this was to get Special Branch to release my file. The remainder went to a minister’s driver. The whole system stinks and it is only being made worse by involving more people that all want to be bought off. Customs, BAHA, Special Branch, police, etc-they’re all the same- same pile same stink!!

  9. Raphael says:

Is the $50000 fine applies to the ministers too?
