National Trade Union Congress Supports restructuring PAC

The Public Accounts Committee (PAC) is one of the most underrated yet important group that promotes and fights for good governance. The PAC makes judgments on government spending by examining the Auditor General’s reports.  For at least a decade, mischief, poor accounting records, and missing files have plagued government departments and ministries, but the PAC has not been active because it can’t reach quorum without the presence of the supermajority U.D.P. ministers. The Chairman of the PAC, Julius Espat brought a motion in the house to change the composition of the PAC. But Espat was shut down by Prime Minister Dean Barrow who attacked the motion for structural flaws rather than the merits of the proposed realignment. But while it did not pass, it did catch the attention of the N.T.U.C.B.  President Dylan Reneau told News Five that they are will to work with other partners to make the proposed changed to the PAC a reality.

“We did send out a press release stating that we supported the restructured composition of the Public Accounts Committee. When we had a discussion on this matter – the General Council – we thought it was a way to have participatory democracy where we have the social partners being a part of the accountability structure. And so it was a no brainer for us to support the concept. Now we take into consideration the Prime Minister’s comments that we can’t upend democracy and the principles – that the majority must have…or the political party in power must have the majority. Well we want to question that a little but it is up to him to try to move this process forward. Obviously he needs to take on board this concept of a restructured Public Accounts Committee and to put something to the House and then we will have a vote on it. We’re willing to work with the business community, with the opposition and even with the government if they would take on board this concept of a restructured Public Accounts Committee and the churches to try and move this process forward. You’ll realize that we have a senator in the name of Brother Davis so we can use that avenue. And we said we would have put out this press release as well as try to get the information out as to why it’s necessary to do the restructured Public Accounts Committee and its benefit to the Belizean people.”


Espat’s motion does not only have support of the N.T.U.C.B., the Belize Chamber of Commerce and Industry have already pledged support of the proposed amendment.

    The people of Belize support restructuring PAC (PUBLIC OF THE ACCOUNTS COMMITTEE). We don’t give a hoots about structural flaws Espat made in presenting the motion, and if it has flaws, fix it and move on!
