Following IDB Education report, Ministry implements corrective measures

David Leacock

Since the release of a comprehensive study conducted in Belize by the Education Division of the Inter-American Development Bank over a five-year period, findings in the report have been presented in the media.  Overall, the results of the survey indicate that the current state of Belize’s education system is very critical, with government spending more money in the sector than anywhere else within its fiscal budget.  This morning Chief Executive Officer in the Ministry of Education David Leacock appeared on Open Your Eyes to discuss the recent findings, as well as corrective measures that have been put in place to curb the downward trend.

David Leacock, CEO, Ministry of Education

“The fact is that we have identified in our sector strategy that we are spending quite a hefty sum on education in Belize and have been doing so for quite a long time but we have not really seen the results from that spending.  So there is a real need to examine what we’re doing and to do things a little bit differently.  Our sector strategy identifies three policy goals, three policy objectives: one is to increase equitable access to education at all levels and sectors and the second is to enhance quality, improve quality and relevance in education.  And the third is to strengthen governance with a focus on accountability for student achievement.  I think the latter one is one of the areas that has often gone, have often not been given the attention it deserves. We have, since the last four or five years, initiated a number of reforms that will address a lot of these concerns that are identified in the report and these reforms are young yet, they have to be given a chance to mature before we begin to see the impact or effect of these reforms.

“Why were you surprised by the media coverage?  Do you think that this information should not have been discussed at this level?”

David Leacock

“Not at all.  What I am surprised about is that the same coverage was not given to the sector strategy that we produced which contained essentially the same information and was released more than a year ago.  It has been on our website and so, that is what I mean by the surprise of the coverage given.  I don’t know if it’s because it’s a report produced by an international agency, as opposed to one that is generated locally, but essentially it’s the same information.”
