The Auditor General’s damning report for 2010/2011

The auditor general’s report for 2010-2011 raised a red flag when it was tabled in the Senate a few days. The Auditor General, Dorothy Bradley’s conclusion was that she could not provide an opinion due to the lack of information. We have looked through a copy of the audit and will be reporting on some of the most glaring issues that show a clear breakdown in government financial procedures. Bradley makes numerous observations; she notes that the government endured significant losses due to disregard for regulations, procedures and accountability. In fact she signaled inadequate record management, lack of pertinent information for computerized accounts, un-reconciled bank accounts, contracts were drawn after completion of jobs, deficient management and unsatisfactory accounting of government assets, and extremely poor control on the use of government vehicles. For the fiscal period 2010/2011, the report scrutinized over eight hundred and ninety million dollars of funds approved by the Government of Belize for expenditures, and an estimated revenue receipts of eight hundred and forty million dollars. Tonight, we look at payments from government to two law firms.   Government paid out in one year alone to the two firms, one million, five hundred and ninety two thousand, eight hundred and ninety three dollars and eighty nine cents as approved by the Ministry of Finance. The Auditor General Report shows that for Barrow & Company, a total of five hundred and sixty-three thousand, three hundred and eighty-eight dollars and eighty nine cents were paid for work done in relation to Sanitation Enterprises Limited.

While for Lois Young Barrow & Co,  a total of one million and twenty nine thousand, five hundred and five dollars were paid in relation to Belize Food and Transport Ltd.  The figures show that for Barrow and Company four payments were made. On January twenty-eighth, a payment of two hundred thousand dollars was made. The other payments on February first, March first and March sixteenth were for one hundred and twenty-one thousand, one hundred and twenty-nine dollars each; all relating to a Sanitation Enterprises. Meanwhile, for Lois Young Barrow & Company, on April fourth, a payment was made in relation to Belize Food and Transport Limited for half a million dollars while on November fourth another payment was made for five hundred twenty-nine thousand, five hundred and five dollars. It adds up to a cool one point five million dollars paid to two law firms. In Thursday’s newscast we will look at suspected cases of fraud within the government ministries.

    Where did this auditor general get her training? What sort of crap is that? She cannot provide an opinion.

    Any auditor worh his or her salt knows that if the client (Belize Government) cannot substantiate their expenses or there are flaws in their records management……. you simply say so in your audit report. Your opinion has got to be one of no credibility in the books and records, and you go on to list your findings.

    Holding back from giving an opinion tells me she is not totally independent or there is fear that she may step on toes.

    Sometimes it’s hard to say no when you really mean yes, it’s hard to close your eyes when you really want to see, it’s hard to forget when you really can’t and the hardest is to lose your dignity for a few dollars more.

    This is all clear, look at the report. Clear view of corruption, mismanagement, no type of accountability, and simply all out nepotism by GOB! Look at the millions of dollars received by Louis Young Firm and the other Barrow firm, nepotism at its highest. What frightens me is all this boils down to the use of financial resources, no wonder Belize is such a critical state of panic and crime because of all the money grabbing in GOB and total mismanagement of its assets. Ms. Bradley does not want to state her conclusion because she knows she will be victimized, Barrow style. Her statement is not true about the lack of information, I believe there is enough information to show what all has happened in the past fiscal year. If such information is presented Belize will get to know more how corrupt this Government really is.

    Look at the name that is in this report as receiving these high dollar payment, no other than Barrow. It pays to be the ex-wife of the PM. When I was working on my business degree, I took two years of accounting and in my first year I learned about account reconcilement, balance sheets, asset mangement.

    How many people are responsible for signing off on such large payments. How many signatures are required. Wow, see what I mean, lack of procedures, lack of accountability, yet no one is going to jail, no one is being held accountable. These stories are making me crazy, everything is out of control in this country. Where and when will it stop.

    Maybe the entire GOB needs to be locked up in Hattieville.

    What more proof do we need that Hon. Barrow considers our national treasury to be his personal cookie jar? Don’t pull his hand out, just chop it off.

    Even using tax money to pay his alimony!

    Has anyone in Belize stop to ask how expensive it is to get cancer treatment in the US???, I am sure there is a drain on the PM’s bank account. Unless he has really good health insurance, he is paying out a ton of money for health care. I am just saying. Specialists in the US won’t treat you if you don’t have the means to pay for your treatment, not to mention the complecatons with heart problems. $$$$$ is being spent.
