Intervention to Avoid Disruption of Essential Service

The reconvening of the Essential Services Tribunal, via its act, disallows for any industrial action on the part of the stevedores and likewise the port from “locking out” the stevedores from doing their jobs. Labour Minister Oscar Requeña says that his ministry has been monitoring the situation because the services play a crucial role in trade for the country.

“I don’t think that anyone would dispute the importance of the role of the stevedores, as well as the port, and that is why for us at the ministry here, we have done everything that we can to bring the parties together to talk to negotiate to try to resolve the matter. It is obvious that not much progress has been made and that is why, according to the act, we are now reconvening the tribunal so that this matter can be fully ventilated, as to the questions that have been arisen.”

“Your cabinet colleague, Minister of Lands and Deputy Prime Minister has said maybe there should be the nationalisation of the port. Would you support something like this?”


Oscar Requeña

“Let me say to you that there has been some discussions on this matter because it is obvious that this is a very important matter – the matter of the port and the service it provides to the country, to the whole economy is very important.  But I will say to you that this matter has not been discussed very thoroughly. It is a matter that has to be looked at going forward, but absolutely I think it would be premature for me at this point to make any statement on that matter. The tribunal is independent. They definitely have their terms of reference of how they work and what it is that is expected of them. As a ministry we have absolutely no control or no say as to how they carry out their work and the decisions that they make. We are here to support the process.”
