P.S.U. President Contends P.U.P. C.E.O.s’ Allowances Never Reduced

New details have emerged about additional payments being made to government C.E.O.’s. Last week, we told you about a circular signed by Cabinet Secretary Stuart Leslie approving an increase of seven hundred and fifty dollars to C.E.O.s’ living and entertainment allowances. Well, today in an interview with News Five, President of the Public Service Union, Dean Flowers, noted that the memo spoke to a variation in the employment contracts of C.E.O.’s and not a reinstatement.  Variation he explained means that the circular ordered a change in the condition of the employment contracts that were agreed upon taking office. It is on this basis Flowers contends that the allowances for C.E.O.’s were never reduced.

“Let me share a couple of information and dates with the Cab Sec and public for clarity. It was March the thirtieth of 2020, via an email from Fin Sec to the union whereby certain propositions were made to save approximately twenty million dollars or seventeen thereabout. That was have included the circular on your newscast, circular 5 of 2020 , which spoke to the freezing of increments, the withholding of monthly expense allowance for other H.O.D.’s, C.E.O.’s, and other senior public officers, as well as the reduction of gratuity payments and the reduction of vacation leave. That was in March of 2020. It was affected in April twenty-ninth 2020. Come October/November of 2020 the then CEOs in place, their contracts came to an automatic end because the elections were called. In November of 2020 and perhaps I would say in December, new contracts were negotiated and signed by current C.E.O.’s. In that new contract they negotiated and they signed unto entertainment allowance of seven hundred and fifty dollars. There was absolutely no provision in there that they were signing on to an entertainment allowance of one thousand five hundred dollars a month, which would be reduced effective immediately and subsequently restored, absolutely none. They have contracts. So for him to say it is a reinstatement is misinformation and very deceiving. They are varying the contract of C.E.O.’s at clause 12B in accordance with this circular. I think that needed to be clarified.”
