Orlando Habet Addresses Proposed E.I.A. Moratorium

On a final note, ahead of this evening’s consultation. Minister Habet also discussed a proposal by the N.G.O Community. On August twenty-fifth, a consortium of non-governmental organizations whose primary interests are in conservation wrote to Prime Minister Briceño requesting a moratorium on all environmental impact assessments until relevant legislations have been amended. We asked Minister Habet for his position on that proposal.

“I have been told of that letter.  I haven’t seen it, it hasn’t come to my office and my concern there is that whilst maybe you can consider having a hold on some of the EIAs that will be, in their view, impact, I don’t know if you can put a moratorium on all EIAs because some of them are really developmental, especially those that come from the public service, those that are for road construction, bridge construction by the Ministry of Infrastructure Development and Housing.  I don’t know that you want to stop those, so I think we’ll have o look at exactly what they are asking for, I haven’t seen it so I really can’t comment more on it.  But, certainly there are issues that will come up now and possibly even after, so amendments to the regulations and I think that we have to consider some of these things as dynamic. They will change over time depending on the conditions as time goes by.”
