Is G.O.B. Battling One Such Case Already?

And, there would seem that a similar case is unfolding. Former Environment C.E.O., Doctor Percival Cho, was replaced with the change in government. But he too, says P.S.U. President Dean Flowers, did not resign from his public officer status.  He was employed under the Forest Department before he was appointed as C.E.O. under the Barrow Administration. Fast track to 2022, and he is still a public officer, enjoying all the perks and salary of a C.E.O.

“There was also the recent appointment of Mr. Cho from the Ministry of Forestry. The information that we still have that we have to take up with the Ministry of Public Services is that while he was appointed as C.E.O. under the Barrow Administration, the Briceño Administration decided that they did not want him as the C.E.O. for that ministry and so the question is what do we do with him? He did not resign as a public officer, but he has an employment contract as a C.E.O. So he continues, best information to us, is that he continues to be paid and enjoy the benefits of a C.E.O. while in fact not having been appointed by  the prime minister. He was home for many months, whether on leave or not, doing absolutely nothing being paid from the people’s purse. I understand the latest communication again that was relayed to us from within the Ministry of Public Service when we brought up this matter was that the Cab Sec was supposed to address that for him to go back into the ministry of forestry. I don’t know in what capacity, but going back means that there has to be a re-designation of his salary in terms of adjusting that. We have to stop this nonsense of making these political decisions that only end up costing the Belizean people. So I want to put this out there one time that we need to know clearly what is the employment status of Doctor Sabido? Is he being placed on secondment and then appointed as C.E.O. so that he goes back to his substantive post if and when there is a cabinet reshuffle or a change of government or is it that he has resigned from the public service and is now being appointed on a contractual basis as a C.E.O.? Because this will end up costing the Belizean people money is that situation is not also clearly clarified and that the letter of appointment does not clearly state what his status is.”
