P.U.C Says B.E.L Has Not Complied
But while B.E.L says it has complied with the P.U.C’s requests for supplementary documentation, the P.U.C. official says that not only has B.E.L not done so, it has a history of not following through. Gomez said the P.U.C. will move to amend the S.I that governs how B.E.L. conducts this type of business.

“When we received B.E.L’s information, the first thing we did was request the supplementary information. Some of it came. We requested additional information, and it turns out, you know, by the time we got that information, between two days are almost consumed. And, there is no chance to go and start to do the analysis all over again. But, this is for this instance. In the past when we did the A.R.P between April and June, for this year, we had the same problem. So, we have been repeatedly asking B.E.L to help us and comply with all the necessary information. So now, this is the perfect opportunity for us to put it in writing once more because this is about the third time that we have been requesting it in writing. The present rate-setting methodology in statutory instrument one sixty nine, just gives a one sentence scenario. That B.E.L is to give its new […] power for January to June, for the period of the coming year. That is very vague. We would want to change that, and break that down into more components, and timelines, and stuff like that, in order to be more specific. It is so vague that you can’t say B.E.L is wrong. And, as a result, we need something in there that gives us the right to go through and getting all that information.”
