EIA Process May Need to be Reviewed

Orlando Habet

In their letter, Waterloo Investment Holding requested a meeting with C.E.O. Williams to further discuss their concerns in an effort to reach an expeditious resolution. We asked Minister Habet if they will take up that request. Here is how he responded.

Orlando Habet, Minister of Sustainable Development

“I believe that any investor, especially for a project of that magnitude, would be concerned if the monies they have already invested turns out to have a negative response in terms of approval. So, we have discussed in Cabinet that perhaps it is now time to look at the process itself. So, whilst the process might call for the company, the investor to do an EIA, and depending on the size of the project, that EIA process and report and study might be in the millions of dollars. So, when you do that now the person or the company or the project might feel like, guess what, we have enough money invested that they have expectations for approval. So, perhaps the process can be looked at and maybe if we have a national development plan for the next thirty, forty, fifty years, where is it that we want to go? So, is it something you have to look at first from the feasibility stand point? What you want for national development? And from there, when it is approved, then you go through the environment assessment.”
