Are Unsanctioned Vehicles Part of Vidal’s Administrative Issues?

What about the unsanctioned vehicles that made up the fleet driven by the Commander of Operations Strike Team?  Those vehicles that were confiscated by the police department ought to have gone through a formal requisition process via the Ministry of Finance, but they didn’t.  Instead, they found their way into the hands of COST for use in their daily operations.  That, according to Commissioner of Police Williams, constitutes a breach that is considered among the administrative issues.

“Would the administrative evidence against Mr. Vidal include allowing members of his team to use what may be unsanctioned vehicles?”

“Yes.”

“So these are the vehicles that were impounded but did not go through the regular process and were taken as assets of the COST team.”

“Yes.”

“But Mr. Vidal had to know about that sir.”

“Well like I said, this is a part of the administrative issues.”

“He had to authorize that.”

“By right, he should have… and he would not have the authority to authorize it.”

“It has to go through a court, it’s somebody else’s property.”

“What we normally do is that we would write to the Ministry of Finance showing how we come across the vehicle, if there is any owner, if it is lost and abandoned, if it is stolen then we attach the Interpol report that is stolen, and based on that then the Ministry of Finance will write back to us to say that we can go ahead and license and register the vehicle and incorporate it into the police vehicle fleet.”
