DHS Post will be Abolished; What Will Happen to Dr. Manza?

It is to go before parliament at the next sitting of the House of Representatives, but earlier this week, Cabinet approved recommendations from the Ministry of Health and Wellness to amend the Public Health Act. This will allow the creation of two new posts – a Director of Public Health and Wellness and a Director of Hospital Services. The responsibilities of these posts collectively will usurp the duties of the office of the Director of Health Services, which has been left vacant after Doctor Marvin Manzanero was suspended and his duties relegated to others within the ministry.  Is this move the final push to get Doctor Manza out?  Today, the Prime Minister told News Five via text that (Quote) “There is a restructuring of the MoHW and the post of DHS will be abolished to a post that can better serve the needs of the ministry. His – referring to Doctor Manzanero – benefits will always be honoured. But I don’t know where he will be placed. That’s for the Ministry to decide.” (Unquote) Our news team caught up with Minister Henry Charles Usher who said that there is nothing untoward about the recommendation, but rather it is part of reform.

“What we found coming in was that there was a backlog because there was the Director of Health Services and everything had to go through this Director of Health Services. There was so many legislation that included him and he or she had to be the signing officer for so many different regulations, legislation and so on, so there was a backlog. I mean if the DHS goes on holiday or is sick or something like that, then nobody is really in there to sign. So what the ministry did was reorganize the structure of their ministry so that you have a director of health and wellness and a director of hospital. So the different legislations will be amended so that the person who is directly responsible for that particular area will be the person signing so you don’t have that backlog again.”

“Well it’s not really removing the need for a Director of Health Services, but making sure that you have more than one office that will be doing the work of the Director of Health Services so you don’t have one individual.”
