Use of Force Policy & Community Policing Training for Recruits

Chester Williams

In light of the shooting of Jessie Escobar, the recruits currently enlisted at the Police Training Academy are being taught rules of engagement.  Since Tuesday, the recruits have been having presentations on the use of force policy and community policing strategy.  ComPol Chester Williams says recruits will enter the field knowing how to address the people they are to protect.

Chester Williams, Commissioner of Police

“We are doing our best to ensure that we get every police officer up to speed that they can see themselves as community policing officers. And so, today what we’re doing is that we’re going through that presentation and I know that it is a very important subject area. So as much as I have been extremely busy these days dealing with these issues, I still found the time to come and impart the presentation because I understand the importance of it as it relates to our daily mandate to the public. And so, myself I have a class, Mr. Bart Jones is in a class, Mr. Gerald Jones in another class, and Mr. Aaron Guzman in another class, so we have senior people who have experience in community policing imparting this important subject area. And again, we are trying to instil within the new recruits the importance of us adapting this very important strategy. And, I must say the reception from them is excellent, the questions that they are asking, the group presentations that they have done is excellent. It shows that they understand the subject area, and they are well into ensuring that when they leave from here that they are going to carry through with what is expected of them when it community policing is concerned. So, that is the essence of the presentation where community policing is concerned. When it comes with use of force policy, you know again, we are in very difficult times where we are seeing a number of cases involving police officers and the unwarranted use of force. And so, again our Use of Force Policy was established last year December and published as our new policy, and since then the legal office has been extremely busy ensuring that we impart the content to officers across the country. Yes we have not been able to cover every area but what we did yesterday was to impart it to the recruits. Again, they are expected to leave the Academy very shortly, and we anticipate that  having knowledge of the Use of Force Policy is going to guide them in their policing careers to ensure that they do not commit an act that goes against that policy.”
