Social Partner Senators Calling for Constitutional Assembly

Osmany Salas

The social partner senators are cautioning against too many changes to the constitution and for the establishment of a constitutional assembly. Senator Salas addressed their concerns.

Osmany Salas, Senator for N.G.O.s

“This year will make forty years that we have been independent. And, in all that time there have been, with the ninth one that was just passed by the current administration, nine amendments, in forty years. In all of the 1990’s there were no amends to the constitution. In all of the 1980’s maybe two. I am sharing that to hammer the point, we need to be careful when amending the constitution. This current administration, now with the eleventh amendment, if they get their way, they would have had three amendments to the constitution in a matter of eight months. Now, they have the power to do that. They have the super majority. They have the two- thirds and three-fourths required to amend the constitution. But, might does not make right. So, what we are suggesting, instead of amending the constitution in a piecemeal manner, appoint a constitutional assembly. We have that in our letter to the Prime Minister. Appoint a constitutional assembly charged with conducting a comprehensive review of the constitution, with the object being constitutional reform, and give that commission two years to engage in their deliberation, their consultation etc, and then put forward a report to the government.”
