11th Amendment Introduced in the House

It’s been in the news for the last couple of days and today, the much talked about constitutional amendment bill was introduced in the House.  Minister of Constitutional and Political Reform, Henry Usher introduced the bill for an act to amend the constitution to provide for additional grounds for the disqualification of a person as a member of the National Assembly, such as serving jail time for corruption-related offenses. Usher says it is about good governance legislation and they just went a step further.

“After widespread consultations including ongoing talks with the unions the need for more anti-corruption legislation has been made clear. And what better way than to include stricter disqualification measures for those seeking to represent Belizeans in the national assembly? There are those who think this is all about them. But no, this is about signaling once again this government’s commitment to good governance.   In terms of us setting the example, of making sure of those representing Belizeans are of the highest caliber – those that can represent Belizean and their constituencies and represent their countries when they go abroad. We must put in place these types of disqualification measures. It is not anything strange it has been there before, it is only amendments now to include corruption related offences; amendments to say that we are going to make sure if you serve time here in Belize or outside of Belize that you should not be able to run in this honorable house. Madam Speaker, we are trying to bring in the diaspora and there are consultations and talks of making the diaspora be able to vote so why not make this amendment now? So that if we bring them in then we have to make sure that the law is representative of them as well to make sure that nobody from there if you serve time in the United States or wherever that you cannot serve in this house.”
