Marshalleck Says Officials Have Failed to Follow Due Process in Sale of Government Assets

In his closing interview with the press, Chairman Marshalleck insisted the inquiry is relevant and that it is clear that government officials are not following the rules of procurement or selling off of assets.

“From my perspective our purpose has not yet been served. I would like to – the commission has thrown out some significant issues – there are rules of procurement that are being ignored with impunity. They pretend like it is just not there.  I have been asking everybody where are the rules governing sales of assets and everybody pretend there are none but there are quite a few pages in there dealing with sales. It is convenient to ignore them and they pretend they are not there. I have asked the auditor general and the accountant general and nobody seems to be adverting themselves to the fact that there do exist such rules. You know what the first rule in the thing is when I read them, there are to be no sales to public officers. When you sell anything to public officers it goes to a specially constituted three person committee to approve it.  When you look at the list of sales and what has taken place, it is all horrible. It doesn’t even come close to meeting any acceptable standard of financial prudence. There is a complete disregard for these rules when it comes to managing assets. I might add there is a long history of spending without approval.”
