What’s the Future of Dr. Manza?

The Ministry of Health and Wellness remains without an active Director of Health Services. The substantive holder of the position, Doctor Marvin Manzanero, was placed on administrative leave last Tuesday pending investigation into alleged misconduct. The acting DHS, Doctor Melissa Diaz-Musa abandoned the post last week. Minister of Health and Wellness, Michel Chebat says that the duties of the DHS has been split among a group of persons, including the deputy Director of Health Services as the country continues with its fight against the COVID-19 pandemic that has to date claimed three hundred and fourteen lives in Belize. But back to Doctor Manzanero…What happens when the administrative leave expires on Tuesday? Does he then return to office? Here’s how Minister Chebat answered that question.

“The ministry does not depend on one individual to function okay; it does not and we have a group of people who have been working and who are working to make sure that this plan is put into effect.   Doctor Manzanero has been given several options and it is for him to decide which options he wants. Whichever option he decides to go with, he will have his full salary; he will have all of the benefits that he enjoyed as the Director of Health Services.”

“Doctor Manzanero was placed on a five day administrative leave. That expires, I believe, tomorrow. What happens next with him? Does he come back to work then on Wednesday with one of those options in terms of position or does he then go on an extended leave?”

 

Michel Chebat

“Well there is a process and the process must be followed through. Doctor Manzanero knows very well what the options are before him and so it is a matter for him to determine what it is that he is going to do.”

 

According to the process, Doctor Manzanero will have ten days from tomorrow to respond to the allegations brought against him. When the investigation is complete, if there is any evidence of wrongdoing, the file goes before the Public Service Commission for a final determination.  Of note is that if there is no evidence of misconduct, Doctor Manzanero may return to the Ministry of Health and Wellness, but only after taking one of the options offered to him by the new administration.
