Dr. Manzanero Says It is More Than Patient-Doctor Confidentiality

According to Doctor Manzanero, withholding the list of COVID-19 patients isn’t only about patient-doctor confidentiality; it is also about maintaining the integrity of the Ministry of Health.  He says that if the list is handed over, it will deter people from getting tested.

“I think we have made my notes rather clear to the NOC and internal to the Ministry of Health and with regional management teams, the senior managers for every region, to all technical advisors to my supervisors to how we should address that specific matter. In my notes that I wanted to submit I wanted to find out where I stood in terms of the regional teams and the technical advisors, what their take was in that specific clause. I think everybody that I consulted without giving them my opinion backed up the decision based on many other factors because it is not just a question of the patient and the ethical issue. There are so many things that are driving this: fear, stigmatization, handling of date. There are so many factors that need to be considered. It is not just saying no for no because you don’t want to give because there are many other things that you must consider.  We have been doing this for the last six months and we have been learning every day so we are taking I think the actions that we need to take in order to have a solid response. I don’t think we want to lose the credibility as the Ministry of Health, the trust of the system and we want to make sure that is safeguarded for the better interest of the patient.”

“Is it the concern that if this SI remains as it is and you are compelled to release that list to the Minister of National Security that people  who suspect they are positive will not go and take the test?”

“That is very much one of the primary concerns.”

“And this has been shared with the N.O.C.?”
