Police Constable Shot, 2 Minors Detained

Wilbert Chi

Tonight two minors and a twenty-year old are in detention following the shooting of police constable Wilbert Chi. It happened on Ebony Street in Belize City on Sunday night  when Chi was traversing the area. The minors were picked up during a police raid at the barracks on Ebony Street. But their mother says that police descended with blazing guns waking up the household and traumatizing the children. She claims that her two sons were asleep when the shots were fired at P.C. Chi. Here is Hipolito Novelo with a report.

Hipolito Novelo, Reporting

Thirty- year old police constable, Wilbert Chi, was shot on Sunday night. PC Chi was on a motorcycle on Ebony Street in Belize City when several gunshots were heard. Chi was shot to the hand and foot and is in a stable condition. Senior Superintendent Hilberto Romero says that PC Chi was targeted.

Sr. Supt. Hilberto Romero, Deputy Head, National Crimes Investigation Branch

Sr. Supt. Hilberto Romero

“The information that we have gathered so far is that he was passing in that area when the gunshots were heard. That is all the information that we have at this time.”

Andrea Polanco

“Is it believed that those bullets were intended for him?”

Sr. Supt. Hilberto Romero

“The persons fired in his direction, causing the injuries to him. We have two minors detained for this investigation and follow up work is being done.”

Those two minors, both sixteen years old, live on Ebony Street. They along with a third young man, who is twenty years old were detained, earlier this morning during a police raid. The residents were awakened by several heavily armed officers who descended on the barracks. And elderly man was shot with a rubber bullet.

Voice of: Densford Bevans, Brother of Minor

“My brothers were sleeping, they didn’t know anything about what transpired. They came, took them out of their bed, have everybody line up out here. The other fellow neighbours as well. They also had my neighboor who lives across from my mother, the gentlemen was pulled out from his house. They shot him with a rubber bullet and he was complying. The person is a mental person so I didn’t see any need for that. That was unjustifiable force. They didn’t need to. Everybody was complying. My brother was also a minor. Two minors were also involved. Their mothers were both present but nothing was read to them during the execution of their duties, explaining why they were taking the young men for, nothing.”

Sherlene Midwood, Mother of Minor

“Right now they have them at Queen Street. And they say they are being held for pending investigation and attempted murder but I don’t know for what because they came and wake up everybody from their house. They come as if someone escaped from jail or something. They way they come, they cranked up gun in my daughter’s house where they children are.”

Hipolito Novelo

“Have you spoken to your son?”

Sherlene Midwood

“No. they don’t make anyone see them.”

Hipolito Novelo

“Do you believe that the teenagers here are being targeted by police?”

Sherlene Midwood

“Well I would say that because they way they came here last night. It is like anybody who came out they would have shot them. Burst open screen door, shove open door. The children are afraid when they see the guns.”

The minors were taken to the police station without their parents. According to the parents, the minors are innocent. In fact, they say that they were asleep when the shooting happened. Residents of the barracks on Ebony Street are up in arms at the way officers treated them,

Voice of: Viola Smith, Mother of Minor

“Three jeeps were outside. And three on this side and they came with guns and everything. I don’t have any problems with them. They came and searched and they didn’t abuse. Miss I have to take your son outside. I told them my sons are sleeping. My sons were asking me what is happening, I told him I don’t know. I told the officer that we did hear the gunshots but we were inside our bed. Then they say that somebody said that they passed through here and they came in our house. How can I let somebody that just shoot somebody? Don’t you think that they will shoot me too because I saw them?  I would never do that. As my son was explaining to me, I don’t know what they made me sign the paper for. They did not read anything to me. They only asked me for my name and address and I told them and they made me sign the paper. They didn’t tell me what is the paper, they didn’t read it to me, nothing. They came find them in their bed. They took them out of their bed. And that is why I got tired. Then when you go to station they tell you all kind of smart talk. I told the officer, my son does not have any problem with the law. “No yet, no yet”. So it is like he is trying to say that he can send them to jail but the he didn’t do anything. They don’t have any problem with the law and school is starting.”

The trio, including the minors, is being held on a charge of attempted murder.

Voice of: Viola Smith

“But they didn’t even find them with anything how can you charge somebody with attempted murder when you find them in their bed. And I not even knew somebody got shot. I heard the show but we knew until this morning that a police officer was shot.”

Voice of: Densford Bevans

“More to say Mister Hipolito they are claiming from the officer’s side that they saw the gentlemen that did the shooting or whatsoever ran through the barracks and come here but if they can say that they can see someone runt through here none of them were on the scene. So obviously they got that source from someone. So if it is from the camera that is right up there, they could have seen who killed a fellow neighbour of mines right in the barracks. So if they could have seen that persons through here and run through my mother’s house, they could have seen who killed that gentleman a couple months ago.”
