When Will Guillermo Foreman Be Arraigned for Illegal Entry?

Commissioner of Police Chester Williams also spoke on the illegal entry of Belmopan resident, Guillermo Foreman, who is now spending his third night in police custody as he awaits arraignment. On May eighth, Foreman entered into Belizean territory when he crossed into the Belize side via the Chactmal bridge at northern border with Mexico. There has been a lot of debate about Foreman’s dilemma but according to the Commissioner of Police, Foreman was in violation of the state of emergency that prohibits Belizeans from coming home at this time. Williams says that they are awaiting the results of his COVID-19 test, and until then Foreman continues to be in mandatory quarantine.

“Even though there may be some school of thought that between the Mexican immigration/custom area and the Belize immigration/custom area that that is ‘no man’s land.’ There is no ‘no man’s land.’ Once you are on that bridge, you are either in Belize or Mexico—if you pass the half way point towards Belize, you are in Belize; the half way point towards Mexico, you are in Mexico. And so Mister Foreman being there is a violation of the law in that he had entered the country illegally. And again, we have to look at it from another standpoint; it’s that the border is closed and it was made clear under what circumstances would Belizeans be allowed to enter the country. And so Mister Foreman would have had to stay out there for a number of days until that policy would have changed. The time that he would be out there, he would be open to the elements, he would be open to the potential of becoming the victim of crime and several other things. And so now that he is in police custody; I believe by now he has been charged or is in quarantine. But if it is that he is in quarantine, then he will be charged after quarantine; if not, then he can be charged and taken to court. And depending on the court outcome, he can be remanded to prison if the court decides not to grant bail or if he is granted bail, then he will undergo the quarantine period before going home.”
