PM Barrow Objects to Debate Prior to Budget Presentation

Today’s sitting was set aside to present the budget for the new financial year 2020. And, as the Prime Minister would say, it was his swan song as Minister of Finance so he did not want to be robbed of the moment.  The motion was placed as the last item on today agenda’s to give way to the first reading of the budget. The speaker kept to the House Orders, despite the protestations coming from the Opposition side.

“Madame Speaker, I absolutely object to that, you have referred to the governing standing order.  To quote May’s parliamentary practice does not help, especially in a situation where no-confidence motions in the UK now are governed by special rules in view of the fact that they have changed to a fixed date election with respect to how these matters proceed.  So Madame Speaker, the order papers have been set and certainly, on our side, we absolutely object to any departure from the order paper and the way of proceeding that you have laid out to this House.  We came to the House with that order paper in our hands and please Madame Speaker, we would like to proceed as laid down by your good self and the standing orders.”

“I believe the prime minister has, on a point of clarification, but prime minister you have gotten it wrong.  “It is important to the British constitution and the rules surrounding it are dictated by convention.”  It has only been changed and the reason it’s not the first order of business has only been changed because it’s a fixed date and we don’t have a fixed date yet.  So you are wrong prime minister, you are wrong.”
