$1.3M to Build Substandard Classrooms at Julian Cho Tech

According to Requeña, a teacher was awarded a contract for one point three million dollars to build classrooms at Julian Cho.  The quality of work, he says, was well below standard and yet that teacher was awarded another contract.

“The community, Mr. Speaker, is concerned about the many contracts, the millions of dollars that have been wasted on school contracts Mr. Speaker.  You know, over the years Julian Cho, the institution has grown and we have seen where additional buildings have been put in place, but what the community does not approve of, whilst they welcome the new buildings and, you know, making it more comfortable for the students to have a good learning environment, what they are very concerned about Mr. Speaker, is that over two point three million dollars has been awarded to teachers and persons associated with the school.   Mr. Speaker, I will give you an example.  One teacher was awarded school contract to the tune of one point three million dollars.  One point three million dollars to construct schools at Julian Cho Technical High School.  He’s a teacher and I can call his name.  I can call his name, one Francisco Recinos.  This is how bad it gets.  Mr. Speaker, the first contract he got was to build the top of a building that was already there.  It was poorly done, that when the students went into the classroom and they swept the classroom the amount of dust that was there, they had to go back and redo the job, spending additional money.  But that did not stop there, you would have thought that given the poor workmanship of the job that that individual would no longer get any other contracts.  You know what, he got an additional contract, Mr. Speaker, to build another school.”
