Prime Minister Comments on Voters’ List Padding

Dean Barrow

The problem of phantom voters and voter padding continues despite a recent countrywide re-registration, but Prime Minister Dean Barrow says that it is not something that will likely go away. Eight million dollars was spent for the mass re-registration exercise with the main purpose to clean up the voters’ list. Leaked documents show that in some divisions, the Elections and Boundaries Department failed in detecting fraudulent registration. Historically, both major political parties are known to pad the voters’ list which is something that the PM Barrow agreed. But it is illegal for someone to register at an address where they do not reside and Barrow says that in that case, the registration can be objected to and left for the courts to decide.

Prime Minister Dean Barrow

“If that is a sin, it is a sin that both parties are guilty. In terms of any individual charges there is a process: you go to court and the revising officer will determine after hearing evidence whether in fact people have been properly registered. The objections are made by those who claim otherwise and the judicial process will make the ultimate determination. You may be right that rules of transparency demand that people ought to register where they truly, but that’s why there is a process and that is why the courts are involved. It is not the registration officer or the public servant who is appointment properly but who it might be argued maybe subjected to political pressure that ultimately has the final say. It is the magistrate and we all we respect the sanctity and independence of the judicial officers and I don’t think you can get it any better than that.”

“It is illegal for anyone to say that they live there when they don’t in terms of registering.”

Prime Minister Dean Barrow

“Right, so there are objections to somebody saying that I live at address number so and so and the question as to whether the person really live there once there is an objection as I said it has to be determined by the revising officer.”
