Elderly Man Attacked in Cell Block, 3 Police Officers Placed on Disciplinary Charges

Sixty-year-old Nestor Vasquez junior is in critical condition after he was attacked in a holding cell at the Queen Street Police Station. The culprit has been identified as twenty-eight-year-old Collin Francis who was arrested and charged for the attempted murder of Augustina Elijio. Vasquez was detained for common assault and he was placed in a cell along with Francis. According to reports, Francis violently attacked Vasquez in the cell block. Vasquez was rushed to the K.H.M.H. after officers realized that he was suffering from bruises, cut wounds and swelling in his face. The Vasquez family issued a statement through attorney Leslie Mendez.

The statement reads, “the family is outraged and disgusted at the inhumanity displayed by officers, who decided to place two individuals, suffering from mental illness in the same cell. We do not accept that this was merely an act of negligence. Rather, this was a deliberate and sadistic act. The officers were fully aware of the mental health of both detainees and were fully aware that Collin Francis had demonstrated violent instability having been recently charged with attempted murder.” A statement from Commissioner Chester Williams confirms that three officers have been placed on disciplinary charges and interdicted from duties pending the outcome of the disciplinary hearing. They are Sergeant Shawn Walton, PC Edward Pitterson, and PC Bernard Cayetano. Williams condemned what he described as a ‘gross act of negligence on the part of the officer’s concern’.  Both a criminal and internal investigation has been launched into the incident. According to the Commissioner, the investigation revealed that the officers were fully aware that both prisoners were mentally unstable. The Vasquez family says that while they are prepared to pursue any and all legal remedies available, the swift action by the Police Commissioner in instituting disciplinary proceedings is noted and commended. The family is expecting to engage a Police Department which is contrite and ready to offer full compensation to Nestor Vasquez and his family.
