Julius Espat to deliver victory for the P.U.P.
On Monday, P.U.P. Leader John Briceño accepted the resignation of Julius Espat as deputy party leader for the west. Espat who has criticized Briceño’s leadership told News Five that the post has become ceremonial and is unable to carry out his functions. P.U.P. Chairman Henry Charles Usher told the press that the party and Espat will move forward to deliver a victory in Cayo South in the next general elections.
Henry Charles Usher, Chairman, P.U.P.
“I have written the Honorable Julius Espat, thanking him for his service as Deputy Party Leader for the West and requesting from him that we continue to work together to deliver another big victory in the Cayo South constituency. Julius is now a senior member of this party, having won back to back elections so we hope that we will continue to work together and we know that we need to put together a good team there in the west to make sure that we do better going forward in the western caucus.”

“Mr. Espat yesterday he said he believe that the post has become ceremonial, that under the leadership….”
Henry Charles Usher
“I think he has said that from the beginning, that being a deputy of this party is more a ceremonial post than a hands-on approach. It depends on how you operate in your office. That will be my answer to that.”
Hipolito Novelo
“He says that in the past the role or the functions were decentralized but under Briceno’s leadership is being centralized.”
Henry Charles Usher
“I would not agree with that statement. I haven’t heard him say anything like that. I did not know he mention the idea of ceremonial post. But in reality the deputy for any region is the person or the office in charge of that region. You have the Party Leader who sets policies in this party but it is the chairman of the party who carries out that policy. In the region, the deputy set the policy and the chairman of the caucus carries out the functions or the policies of that caucus. So it is a dual function for both the chairman of the caucus and the deputy party leader.”
