City Administrator Suing the Belize City Council

City Administrator Candice Miller continues to serve a month-long suspension from managerial duties at City Hall.  Miller was temporarily removed from office following disclosure that former city council employee Joe Bradley had racked up a tab of roughly six thousand dollars at a nearby Chinese restaurant.  While Mayor Bernard Wagner has stated categorically that his administration won’t foot the bill, he has pointed the finger at Miller for having authorized its payment.  That forms the basis of her suspension.  But the embattled senior manager isn’t taking it sitting down; in fact, she is challenging the legality of her suspension which she has described as unlawful.  Last week, attorney Magali Perdomo wrote to Mayor Wagner on behalf of Miller, informing him that due process was not followed prior to sidelining the city administrator.  That letter also came with an ultimatum, requiring that the mayor respond by April sixteenth.  Well, that deadline has since expired and it is likely that legal action is imminent.  Today, we spoke with Mayor Wagner who told the media that CitCo’s lawyers are poring over the letter and that a response will be provided whenever that review has been completed.

“We have received the letter and we have forwarded it to our attorneys and our attorneys will look at it and we’ll get back to them following our attorneys [having looked] at that letter.”



“It seems as though it’s on its way to court that the city administrator is going to sue you and the city council.  Are you gearing up or preparing for that?”


Bernard Wagner

“Well we’ll discuss that issue at a later date.  The letter is in the hands of our attorneys and we’ll take it from there.”



“Do you maintain that, what’s your position on her assertion that the suspension is unlawful?  Do you maintain that you did everything, you followed the rules as you were supposed to in relation to how you handled this disciplinary action?”

“I figure, I want to leave it at that.  We have received her letter, that is in our attorneys hands now and we’ll just leave it at that.”



“Would you say that the decision taken was based on the advice of legal counselors on your part initially?”


Bernard Wagner

“All our decisions have legal implications, we follow our attorneys every step of the way.”


Isani Cayetano

“Hasn’t this created an untenable relationship between you and the second person in charge of Belize City?  She’s coming back at the end of the month, at the end of her suspension.  What’s that relationship going to be like between her and yourself?”


Bernard Wagner

“Well, like I said, we received the letter, we have forwarded it to our attorneys, we’ll seek their advice and we’ll get back to her.”

    Mayor Wagner can cite the dismissal of the City Administrator in 2006 by Mayor Moya for no reason at all. Back then the Financial Manager signs checks approved by the Mayor, the City Admin was only a cosigner. Why should the new council sticks the taxpayers with Joe liquor and fry foods spree.

    Candice Miller should be terminated! Fancy dining at the tax payer’s expense should not be tolerated especially when the City Council is barely getting by with paying its bills! Another example of execs abusing the system. There are many poor people in the city the country that need help with the basic needs!
