International Community Supports I.C.J. – What Says Belize

At a recent special session of the Permanent Council of the Organization of American States in Washington, D.C., convened to report on the Peace Fund, as many as thirteen nations expressed support for a resolution to the territorial claim.  The foreign ministers of Belize and Guatemala, Wilfred Elrington and Sandra Jovel Polanco, brought the council up to speed on developments in respect of the dispute and taking the issue to the International Court of Justice, following a referendum process.  The Guatemalan government is holding its referendum in April and is estimated to cost them some forty million U.S. dollars.  According to Elrington, Belize is already receiving funding, but a total figure for holding the poll nationwide has not been established.

“The entire intention is very serious. Guatemala seems to be resolved to dealing with this issue of the claim at the I.C.J. and they have been putting their money where their mouth is. They have been spending lots of money to get the referendum done and they are doing all the right things in that regard. It is only now for us to do the same and we are working on it assiduously.  We have been receiving funding for that; as a matter of fact, the Europeans, the Americans have already made contributions and will continue to make contributions. And we are going to be seeking funding further afield as well. But we have been getting contributions, continuously from the international community for this process. Unlike Belize and Belizeans really, there is no doubt in the minds of the international community—the hundred and ninety-three, ninety-four members of the United Nations—there is no doubt in their minds that the I.C.J. is the proper place to have this matter resolve. So that we have very full support from the international community for the process.”
