What Will Commission of Inquiry Find?

As noted in our top story, Prime Minister Dean Barrow is going ahead with the Commission of Inquiry agreed on with the National Trade Union Congress of Belize. But before any appointments can be made and a schedule set, the Congress has to draft terms of reference for review by legal authorities.

“I am waiting on the N.T.U.C.B. Remember that was something which was confirmed – it was something I said we had been thinking about – but it was confirmed at the meeting I had with them. They are to get back to me with draft terms of reference, that would in fact be draft because we would then have to get the Attorney General or other legal advice; I’m sure the A.G. and his people can look at that, so we can be quite certain that terms of reference are going to be effective, will zero in on what we want, and will be properly drafted in order to try to ward off any sort of legal challenge later on.”



“What are you hoping is discovered that we don’t already know about the matter?”

“So many things, because there’s so little we know. The headline questions of secrecy, deliberate concealment, what the rate of interest was – that’s fine. But how it is that the Taiwan money was paid? How is it that the Venezuela money, which was eventually clawed back, was paid? How come that when that happened – there appears to be a point when the debt was cleared off; I’m not certain whether thereafter the government put itself back on the hook, because it wished to provide working capital? That’s the sort of thing that I think Belizeans want to know. And then ultimately, how in the name of creation can it be, that at the end of the day, the government has nothing to show, did not have any legal interest in the asset? Was not the hospital some kind of collateral to the government when it was entering into these arrangements? These are the kinds of things that the Belizean people want to know and that I certainly want to know.”


The last Commission of Inquiry was held in 2009 following reports of irregularities at the Karl Heusner Memorial Hospital, which had prompted limited industrial action by members of the Belize Medical and Dental Association.

    These are the questions the UDP government should have asked before they took away the millions from the Belize Bank and put themselves into this mess.
