More on the Special G.O.B. Relationship with ‘Special Effects’

An audit conducted for the period 2012-2013 by the Auditor General is exposing blatant disregard for the appropriation law and other government regulations. On Tuesday night, we reported on sweetheart deals within the Ministry of Works where Special Effects and Special Effects Performance became the majority provider of supplies to the ministry at prices that were much higher that an established dealers.  In the audit, the Auditor General also found that both companies were operating on a million-dollar credit line which was unapproved. Contracts to the companies were paid in full on the same day they signed and in fact, the Contractor General revealed that when contracts were received by his office from the ministry for review, these were already executed or about to be executed.  There was particular obsession over tires. A total of nine hundred and forty-seven thousand dollars was expended to Special Effects Performance for tires, but eight hundred and thirty thousand plus dollars or eighty-seven percent of the tires were never taken on inventory charge at the Ministry of Works.  All in all, in respect of business with Special Effects, there was a loss of one million one hundred plus thousand dollars suffered by G.O.B.  But there are other highly questionable transactions in the fleecing. The audit found payments totalling just under three hundred thousand dollars made to a phantom company for vehicle parts, equipment and miscellaneous items.  The name of the business is listed as OMCRIS Auto Parts, which was purportedly located at number Thirty Far West Street in Belize City.  One of the zone engineers, in an interview, disclosed that “he would receive purchase orders to pick up items from OMCRIS, but he was instructed to pick up the same items at Benny’s Home Center.”  He would also say that he was relatively new to the service and these arrangements were made “above his head.”
