Perdomo Says, “I Only Recommended for Clean Files.”

The minister’s pen proved mightier than any sword in the Immigration Department. Testimony from various officers showed that a minister’s recommendation, whether for passport, visa or nationality, carried significant weight with the Department’s workers, even if the rest of the application was flimsy at best in terms of the truth. The nationality report by the Audit Department is littered with the name of former Minister Carlos Perdomo as a recommender and intervener with the department for various persons seeking nationality but who were not qualified for it. The question was put squarely to him today and he said that he made his recommendations with the understanding that all in the files must be in order. He admitted that his colleagues were less scrupulous than he.

“I don’t think there would be – if everything is in order, I don’t see anything wrong with speeding up, but if they’re going to be doing it illegally, then there’s a problem with that.”

“But you see that is just the point: because when you read the Auditor General’s report, in a lot of the instances where there are incomplete files, there are irregular – whether it be passport and nationality issue – there is the reference or the recommendation or the request from a Minister; and I am not saying only you, just Ministers. And therefore public officers say well, I have a file, it’s not being processed because it is incomplete, and then I get a letter from a Minister or the Director saying the Minister is saying process; it is in effect the Minister saying, move it along. But do you recognize that it was a serious problem in the Department?”

“Well, I knew that Ministers would go around; but I can only speak for [me] in particular. I did not deal with passports; even when people came to me for passports and visas. But for those BNA’s that I would ask help for, when I get it my first thing is to read the minute and if the minute would ever say not all the papers are there and so, I would not sign it. So even though some of them have been proven to be fraudulent, I would always look for two minutes – one from the officer in charge of the section and one from the director; and once they tell me all is in order, they meet legal requirements, I would sign it.”


The next sitting of the Senate Special Select Committee will see three witnesses appear before the panel, though their names were not disclosed. News Five understands that the committee met this afternoon to finalize the list of persons yet to be called.
