P.S.U. Re-Assures Immigration Officers on Promotions

Officers of the Immigration Department countrywide were serious enough about the issue of promotion in the ranks that they were reportedly willing to stage a go-slow at their offices on Monday and today, Tuesday.  But after an urgent meeting between the Public Service Union and representatives of the Ministries of Immigration and Nationality and the Public Service, the turbulent waters have been calmed down somewhat. A reported promotion for a member of the Immigration staff has been rescinded, pending a review of the situation by the Immigration Ministry. This is being prepared for submission to the Public Service Commission, which is the sole agency responsible to hear and act on the merits of promotions. It was left to the Union’s leadership to further reassure officers in a meeting held at the P.S.U.’s headquarters this afternoon. It lasted almost three hours and at its end we spoke to P.S.U. president Eldrid Neal and Jacqueline Willoughby, the Union’s representative to the International Labour Organization and interim president of the National Trade Union Congress of Belize. They told us that officers are for the most part mollified.

“The current situation is, the Department as a whole is looking over all the persons eligible for promotion, and a submission will be made; thereafter, we will be in a better position to say who and what.”

“So officially there have been no promotions of anybody at the Department [being] made at this time?”

Jacqueline Willoughby

“Not officially, no.”

“Not officially. We brought the commanders in, we had a sit down with them; looked at the varying positions that was considered to be superseded. We had lengthy discussion around the matter and in fact, we are working toward correcting whatever wrong was anticipated – because it is more an anticipation of wrong – and we are pressing the matter and we hope to meet with them at a later date and render the situation in such a way that justice is given to all officers involved.”

According to an internal communication of the Immigration Department prior to the meeting, the attendees are responsible for communicating the position to their fellow officers.

A “go slow” ? How would that differ from every day?
