P.M. Barrow Says It Is Not Unreasonable for G.O.B. to Insist on More Members of Committee

The long and short, according to PM Barrow, is that the National Assembly would be taking action on a report that was initially tabled at the House of Representatives.  As for giving up its singular majority on the committee, the government leader says that won’t happen because the standing orders are quite clear.

“It is logically, ineluctably as a consequence something that the National Assembly has custody of, whether in discharging its duty now in terms of the public examination.  Whether the National Assembly acts bicamerally or by way of just one of its two chambers it doesn’t matter but it’s the National Assembly acting and acting on a paper that has become a National Assembly paper on an issue that has become a National Assembly issue.  It so became from the time I laid it on the table as I was obliged to do under that constitutional arrangement.”



“Would you relinquish the membership to and limit it to one for the U.D.P. or is that too far?”

“Again, the standing orders make clear that any senate committee as is the case with any house committee should have membership that reflects the balance in the chamber.  Lord man, we are only seeking to in fact implement the standing orders, both the spirit and the letter of the standing orders.  But understand that if we push that to its limit we would be insisting on having an overall majority.  We are relinquishing that.  The social partners, together with the opposition will have four and we will have three and that majority of four will also carry the chairmanship.  Nobody can think that we are being unreasonable man.”
