F.C.D. will not get independent commissioners’ report from Government

The deadly shooting of fourteen-year-old Guatemalan minor Julio Rene Alvarado Ruano in the Chiquibul Forest involved B.D.F. soldiers, as well as rangers from Friends of Conservation and Development.  The Belize Defense Force has since been cleared of the allegation that its men were responsible for the fatal rounds that cut down the teenager.  While their exoneration comes by way of a report submitted by a team of forensic investigators commissioned by the Organization of American States, FCD says it hasn’t received a copy of the document.  That report, according to Executive Director Raphael Manzanero, should have been shared by the Ministry of Foreign Affairs.  Today we asked Minister Elrington about the delay.  He told News Five that government isn’t obligated to share a copy of that information with FCD.

“Our responsibility really is to the police force who has responsibility for investigating offenses in our country.  If the FCD desires to have a copy they could always approach the police and it is really within the discretion of the police if they are to give it to them.  We have no obligation to give anything to the FCD.  I want to also make it clear that the FCD is not a paramilitary force.  Really and truly I think they are a voluntary force, a non-governmental organization who have volunteered to try to ensure that the Chiquibul and other protected areas are in fact protected from pillage and rape and that kind of thing.  But they are not a paramilitary force, they are basically citizens who volunteered to in fact try to protect our country from pillage and trespass and deforestation and the like.”

    El FCD, (Friends for conservation and development) debe tener una copia de ese informe porque en ese informe los investigadores independiente sin ningún fundamento dice que las heridas por la espalda que provocaron la muerte del menor JULIO RENE ALVARADO RUANO, y la heridas por la espalda que le fueron provocadas al padre y al hermano del niño fallecido, fueron provocadas por los proyectiles de arma de fuego rifle calibre .22 y escopeta 12, que accionaron los ex militares paramilitares Benjamin Cal y Derry Alden Harris, paramilitares de FCD, que consumaron los hechos por ordenes del Teniente Erwin Rodriguez, comandante de la patrulla militar que integraban los paramilitares Cal y Harris. Pero los informes medico forenses dicen lo contrario que las heridas fueron provocadas por proyectiles de armas de alto poder. Es un informe que carece de veracidad y de objetividad.
