Foreign Minister rules out another investigation of Julio Alvarado death
As for another O.A.S.-commissioned investigation into the fatal shooting, Elrington says that government is quite satisfied with the results of the initial inquiry. All things considered, there will not be another probe, despite a recent request from the Guatemalan president and foreign minister for a subsequent investigation.

“I can tell you with full certainty that that will not happen. This is our country, an incident occurred within our borders. It is the responsibility of our authorities to do the investigation. We had acceded to the suggestion that we get experts because we wanted to make it clear that we had nothing to hide. We left it to the OAS to decide on whom those experts would have been and they selected very highly trained persons from two of the most powerful and eminent countries in the hemisphere if not the world. You can’t get more powerful than the United States. You can’t get more learned and informed than the United States and Mexico is not far behind. Those persons were selected by the Secretary General, the eminent people, they have done an excellent job. But their role was really just to help us, not to dictate to us but to do an independent investigation, find out what the situation was and that information is passed on to our police who will determine what to do with it; I imagine in consultation with the DPP. We are not going to do anything else and nobody can’t initiate any kind of investigation from abroad without our consent. Well we are very satisfied with the results and we have in fact passed it on to our police department. We have also indicated to the Secretary General that we are very content with the results. We have thanked him and we will regard this as the end of the matter as far as the investigation is concerned.”
Es un informe que carece de veracidad y de objetividad, en primer lugar porque las heridas que sufrió el menor fallecido y las heridas que sufrió el padre y el hermano del niño fallecido fueron por la espalda, asesinar a una persona por la espalda en ningún lugar del mundo es legitima defensa eso es denegatoria de justicia. Segundo: los informes medico forenses establecen que las heridas fueron provocadas por proyectiles disparados por armas de alto poder, pero los investigadores independientes mienten al afirmar que las heridas fueron provocadas por proyectiles de un rifle calibre 22 y una escopeta lo que contradice los informes medico forenses. Tercero: en cuanto al lugar del delito (incidente) fue en territorio de Guatemala y no de Belice, porque la línea de adyacencia que divide Belice y Guatemala fue alterada por Belice y por esa circunstancia es que la linea de adyacencia pasa por el Río Mopan en Melchor de Mencos, en perjuicio de la soberanía territorial de Guatemala, pero la verdadera línea de adyacencia pasa por los Raudales de Garbutt en Río Belice, de acuerdo al limite oeste que le fue establecido a Belice en el tratado de 1859, pero aparentemente fue en territorio de Belice, porque la OEA, tomo como punto de referencia para determinar el lugar del delito la línea de adyacencia que fue alterada por Belice que pasa por el Río Mopan en Melchor de Mencos y no tomo como punto de referencia la verdadera linea de adyacencia que pasa por los Raudales de Garbutt en Río Belice.
