An Arrest is Made in the Murder of Devin Parham

The gangland execution of nineteen-year-old Devin Parham, moments after the murder of Tevin Palmer on Castle Street, is strongly believed to have been an act of retaliation.  Parham was dispatched in a hail of approximately nine bullets, as he walked down Cemetery Road along with a cousin.  Both incidents prompted the police department to take a coordinated approach to apprehending the suspects, since the murders happened in different jurisdictions within Belize City.  In the case of Devin Parham, swift response led to the detention of one suspect who was found in possession of a nine millimeter handgun.  Assistant Commissioner of Police Chester Williams provides an update to their investigation, as well as a rationalization for the severe lack of human and vehicular resources available to the department.

“As it relates to the suspect for the shooting of Devin Parham, we just completed the identification parade and the suspect has been identified and the police is currently laying charges against Valentine Baptist.  He’s being charged for murder, attempted murder and aggravated assault. We are seriously short of human resources and we have to be playing checkers.  So with what took place yesterday, I had to withdraw some resources from the Martin’s area because we have now Banak, George Street, South Side and Kraal Road feuding.  So I have to find a way how we can maintain presence in those areas as well.  So the area where this shooting took place, we do have a patrol there but I had to withdraw, I had two patrols there, I had to withdraw one yesterday to be able to cover the Banak and the Curassow area.  So it is a serious issue in terms of human resources.  I said that we have a number of mandatory posts that we should be manning every day.  To be specific, fourteen in the Precinct One area and sixteen in the Precinct Two area and we are only able to man sometimes less than half of those because of the human resources. I must say that myself and Mr. Grinage from north side, we do have a very good communication network between us and even with the shooting yesterday on north side, we communicated quickly because it was people from south side who actually went and did the shooting on Castle Street and then people from north side came and did the shooting on Cemetery Road.  So we do have coordination between us and it is important that a coordination continues.”
