Belize and Guatemala Commence Rounds of Meeting in Washington

Foreign Ministers Wilfred Elrington and Carlos Raul Morales met in Washington today. The start of the meeting was somewhat delayed because the permanent council of the Organization of American States was debating developments in Venezuela. There was no representative from the Opposition at the meeting since the P.U.P. announced last Friday that it would not participate because it was being disrespected by G.O.B. as it relates to the process. Now, the meeting between Elrington, Morales and their respective delegations also included O.A.S. Secretary General Luis Almagro. The issue at hand is the Sarstoon River, where the Guatemalan military is exerting full control to the extent that Belizeans are barred from traversing and required to respect the protocol. Following the Istanbul meeting in May, both Ambassadors Alexis Rosado and Manuel Roldan were to draft a first proposal on the Sarstoon. Word from Washington is that the delegations agreed to begin to negotiate the terms of the cooperation mechanism for the Sarstoon River as agreed in Istanbul. The O.A.S. is expected to make a statement shortly to say that progress was made during today’s meeting which concentrated on the development of best practices for the de-escalation of tension in the Sarstoon River. Guatemala is insisting that the heads of the militaries, General David Jones as well as General Perez, are to define the procedures to be enacted in the river until a final mechanism. We’ll have more of this on Wednesday’s newscast.  On the previous occasion, the matter was raised at the general assembly of the O.A.S. in the Dominican Republic; Elrington spoke glowingly to Morales of the excellent relations between them.
