Minister of State Discusses Monima’s Appointment as Regional Health Manager

Minister Pablo Marin is out of the country, but it is likely that he will return to what is amounting to a storm of controversy over the political appointment of Audibaldo Monima. Monima is now the Regional Health Manager for the North charged with creating healthcare policies in Orange Walk and Corozal and overseeing their implementation. But Monima is a former Coast Guard officer with a background in business and not in health. He does not possess the qualifications cited in the terms of reference for the high-level post, and his appointment did not have the input of the most senior health officials in the Ministry. It’s a storm brewing and today when we put the question to Minister of State Angel Campos, he was all too happy the buck to his boss, Minister Pablo Marin.

“All I can say is that yes I am the Minister of State in the Ministry of Health in charge of charge of primary health care and NHI. The Minister that is in charge of the hospitals is the honorable Pablo Marin and up to now I have not seen the file of how he got appointed to become the Regional health manager but I am looking into it. I will be talking to the other Minister to see what is really the problem?”

“Was there any input from you in terms of him being hired?”

“Well, usually we do have, my assignments. When it’s people being hired it’s usually the Minister with the C.E.O.”


Mike Rudon

“The C.E.O. did not know about it. But could we ask you to describe the position? You know there are some positions where there is no need for a lot of health knowledge. Is this one of them – Regional Manager for the North?”


Dr. Angel Campos

“Well I’ll keep my comments on that. I do think that this is for the Minister of health Pablo Marin to be answering these questions.”


Mike Rudon

“But getting away from him…I am asking you what type of person would be needed to run healthcare in the north? What kind of qualifications would you need to have?”


Dr. Angel Campos

“Well remember this is the Regional Health Manager. The qualification is that you need to have a hospital base. You don’t need to be a doctor so that you can run a hospital. It’s just the administrative part.”


Mike Rudon

“So you don’t need to have any health background to be the Regional Health Manager of the north, including the Corozal Hospital and the Northern Regional Hospital?”


Dr. Angel Campos

“Well I will need to look into the description, job description. Right now I cannot answer you that. I know that I was a medical practitioner there and I did not really get into getting the description of that. I will need to check on that.”


Mike Rudon

“Are you all taking into consideration the outcry which has been raised and is even now growing?”


Dr. Angel Campos

“I think that the C.E.O., myself and Minister Marin need to sit down and discuss it.”


Since Monima’s appointment became known, information has been coming pouring about other appointees who do not possess the requirements but have been given top jobs in health.

    What a bunch of political double talk & BS! A typical GOB political move so they can control the position and the money! You people elected this inept and evidently not so “Honorable” Minister who is about to screw you again! So are you going to just sit there and let him stick it to you?

    Someone needs to review the entire staff at NRH I know several people that hold clerk and HR positions (office positions) and dont even have a high school diploma some of them dropped out of second form. Do we not have thousands of unemployed people that are qualified to hold these positions??? Pablo Marin go back to being an electrician… We need someone that can give structure not a drunk that only travels and sprees.

    dont see what the big deal is,how many people in this country has certain positions and is not even close to qualified.Leave the guy alone .you dont need degree or qualifications anymore,Just plain COMMON SENSE.or even pull some strings
