And finally, there’s the International Court of Justice. There’s no certainty that the dispute will end up in that forum and if it does, that is years in the future. But actions now will certainly matter then. So is the continuous Guatemalan occupation of the entire Sarstoon something we should be concerned about? Shoman says that certainly Belize cannot fall asleep at the wheel where the Sarstoon is concerned.

“What is more important is what Guatemala is actually doing on the ground, and that will be looked at and therefore how we respond to that is critically important, and it is not something that can just be left to go on for any period of time. It must be dealt with, with immediacy because if you sit on your rights and you allow somebody to come and dispute your right and actually try to take your right away and act as though you have no rights, that has an effect if you make no response to it or if your response is inadequate. The entire issue is that our response as Belize has to be unequivocal and immediate. We must respond. That is our duty.”
