Arzu Says Chiquibul Incident Should Be Handled in Isolation

Now, Guatemala has been on an aggressive campaign, passing itself off as a victim and Belize as an aggressor. It has been telling the world that ten Guatemalans have been killed in Belize since 1999. But what about Tourism Special Police Constable Danny Conorquie, who was killed while on duty on September twenty-fifth 2014 at the Caracol Archeological Site allegedly by Guatemalans from La Rejoya or the most recent case of Staff Sergeant Richard Lambey who was shot while on reconnaissance operation in the Chiquibul? Arzu says that these incidents are isolated from the shooting death of the thirteen year old minor.

Lionel Arzu, Ombudsman

“For my part, I think that while there are past incidents as it relates to the Belize Defense Force and the Guatemalans, I think the main thing is to look at the merit and demerit of those cases individually. It is not the right thing to do to cast a shadow over all the cases and say well the Belize Defense force are the ones to blame. I think it is important that they as well as us look at the cases before making those broad assertions.”

“One of our own law enforcement officers was killed allegedly at the hands of Guatemalans. Did that come up? Danny Conorquie was killed on September twenty-fifth. He was on duty when they are alleging that Guatemalan men, came in armed, fired on him, killed him on the spot and nothing came of that.”

Lionel Arzu

“That did not come up in the discussion, but what I remember them mentioning were the amount of Guatemalans that have been killed since 1999 was. And so again, I told them that each case has its merit and demerit and so while they keep on their side what they believe in, on our side, we make sure that we maintain that it is important that we don’t look at everything as one; we look at every case as individual case.”

Duane Moody

“Sir given the recent report from your office with the numerous cases of police brutality, human rights violations at the hands of law enforcement officers; does this incident in your opinion what came out of that report?”

Lionel Arzu

“I don’t want to look at all what has been in the report as well…yeah, because if this is what is happening then I believe that is the same there. It is important to look at every case and look at them in a manner that you look at the merit and the demerit of the case. I will not take all those other cases and lump it with this case. I will look at this case by itself.”
