Will Senator/Minister of Immigration Godwin Hulse Vote on Inquiry Motion?

A previous request for an inquiry into the Penner Passport Scandal in which South Korean Fugitive, Won Hong Kim got a Belizean passport while sitting in a Taiwan jail, did not pass in the U.D.P.-government controlled senate. The Immigration Minister at the time was Senator Godwin Hulse, who was also the minister when Nanes illegally acquired Belizean nationality in 2012. Hulse also remains as head of government business in the senate and an inquiry with his involvement would appear to be a conflict of interest should he take a vote on the matter. The Opposition Senator thinks so.

Isani Cayetano

“How does it work in the context of the Minister of Immigration also being a member of the senate and this particular issue is coming before upper parliament?”

Lisa Shoman, P.U.P. Senator

Lisa Shoman

“That is a good question.  It is my belief and on the last occasion I challenged the minister.  But even so now it is my belief that the Minister of Immigration cannot and should not morally or legally vote on this issue because it touches and concerns his ministry, particularly in this case because he is the one that issued an SI to revoke the nationality of David Banes which was gotten, as he says under fraud and under mistake and under supplying false information.  Well he has never said to the Belizean people what that exactly consists of and so therefore it’s his CEO who will be coming before the senate to answer those questions.  Belizeans demand the details of what that fraud was and we should be given those details, it is his ministry and so it is very improper, in my view, for Senator Hulse to be voting on the matter.  And I would make a public call to Senator Hulse that he recognizes the conflict of interest position that he is in and that he does not vote on this matter when it comes before the senate.”

Soon after Nanes was busted, the Belizean passport was revoked by Minister Hulse.
