Godwin Hulse on Immigration Issues

Just last week, the TIP report issued by the US, downgraded Belize to a Tier Three on the Human Trafficking Watch list. The report stated that the Government hasn’t been doing enough to fully comply with the minimum standards for the elimination of trafficking and hasn’t been doing enough with prosecution in 2014. And in it hasn’t helped our image that for the past few weeks, several undocumented foreign nationals- suspected of being trafficked- were discovered transiting through Belize. Luckily, they were nabbed by the authorities before they passed our borders, so today we asked Minister of Labour what we are doing about these frequent incidences and how we are responding to the TIP report. Here’s what he had to say.

“There was a conference yesterday just to try to deal with this issue. People are trying to get the United States – the land of opportunity- and they will do so however they can. At the ministry of immigration and the department, it is clear that we are vigilant to this and we have been catching people. I mean catching people and arresting them and sending them back and all these are costs on the department and costs on the economy but it is something that we have to do. There is no mechanism to prevent that that is for sure. We have one hundred and seventy six miles of border with Guatemala and we have an open sea and that sort of thing, so people will try to come here from the south or west to try to make it through if they possibly can and go into the united states and there are operatives who are prepared to operate that, that is big money. There are these people who exploit that, and those are the criminals we are trying to catch and those are the criminals that we would want to incarcerate so then could ease up on this, but if it would ever stop, I am not sure.”


Andrea Polanco

“Minister, is there anything that the Ministry is doing to strengthen our borders and ports of entry; especially in light of the TIP report where Belize was downgraded, as it relates to trafficking and how are dealing with this issue?”


Godwin Hulse

“I will say categorically that is unfair that we have been downgraded to TIER 3, but that is the United States that they do their thing. It is not true in that sense. The Ministry of Human Development, as C.E.O. Judith Alpuche said, has done a tremendous amount of work in collaboration with the Ministry that is responsible for immigration and nationality. For peace sake, man, we caught the people. We have border points that we try to strengthen and we just try to improve our Midas system to a PIERS system to record who comes and who goes. People are captured on cameras, as we see, so a lot has been done. The police and immigration department are vigilant so downgrading to TIER 3 would be to presume that we are sitting on our laurels and doing nothing and probably encouraging, it is not true.”

    Hulse can talk, thats all he does, talk talk talk, man of lots of words and few actions. The problem when somebody try find the answer for everything is that they think and read and think and read and cant make a decision. So lots of words and no action.. one of the most boring ministers yet. They gave him the job cause he liked to insult… No what??? Talk and more talk and plenty of excuses lol..
