Reshuffling the Scope of the Belize Police Department

There are major changes to the top brass of the police department in the City. First, there is no more Eastern Division. That was revealed today at a press briefing this afternoon hosted by Senior Superintendent Chester Williams flanked by his new deputy, Senior Superintendent Alden Dawson. Williams recently returned to the country after acquiring a degree in law and is back at his old stomping ground and has moved up as the Divisional South Regional Commander for the Police Department. Today, he announced the movements in the new organizational structure for the Belize City police. Assistant Commissioner Dezerie Phillips is in charge of the north side of Belize City and the cayes. Senior Superintendent Edward Broaster is now in command of the rural villages in Belize District. But why the change? Williams says it is really to just better police crime.

“Eastern Division has now been divided into three divisions—Eastern Division South, Eastern Division North and Eastern Division Rural—each division having its own stand alone commander. I am in charge of Eastern Division South and Mister Dawson is my deputy for this division.”



“So are we still using the precinct system? How does that work?”


Sr. Supt. Chester Williams

“The precinct system is working quite well. It will remain in place as is just that now what we will have is precinct one and two which is on south side will remain under the commander of Commander Eastern Division South. Precinct three and four, which are on the north side, remains under the command of Eastern Division North and Eastern Division North also has responsibility for the cayes. Then the rural has responsibility for Ladyville, Hattieville, Democracia. So it is not a matter of too many cooks spoiling the pot, but it is more a matter of ensuring there is proper supervision on the ground to make sure that the police work is being done the way it is supposed to be done.”

“Sit so who does the commanders south north and rural answer to?”

“We answer to the Commissioner of Police and the Deputy Commissioner of Police. There will be no challenges in terms of policing. It is a more effective way of policing the city.”



“Isn’t this though equivalent to a demotion for ACP Phillips, Senior Superintendent Grinage and Senior Superintendent Broaster who were all three, but principally ACP Phillips, in charge of the largest population center and the largest deployment of police officers? Now they have been marginalized where Mister Grinage and Miss Phillips at north side have been put in charge of a relatively crime free area—every area has crime. And Mister Broaster has been put in terms of the rural, again compared to the boarder eastern division, relatively crime free.”

“I would not say that it is a demotion for Miss Phillips. Miss Phillips maintains her rank of Assistant Commissioner and the post of the divisional commander is an ACP post. So it is not that she has been placed in a post that is below the rank that she currently holds. So to say that it is a demotion, I think, is an understatement. It is just a matter that we are re-strategizing to ensure that commanders are not burdened too much with a task of policing a huge city which is exploding population-wise.”
