Audit Department found no irregularities

“The Belize City Council has its own internal that continuously audits the council’s transactions and processes. Additionally, the council is audited by the government auditors who have just since recently completed an audit for 2003 to 2009 that had been ongoing for six to eight months. The council is now awaiting a copy of said audit. A meeting with representatives from the government audit department was held on Tuesday June sixteenth, 2009 at my office to discuss the findings of said 2003 to 2009 audit. In attendance we myself, the Director of Financial Services Mr. Dwane Davis, Internal Auditor Mr. Anthony Castillo and government auditors Ms. Carla Faber and Ms. Kimberly Ellis. At this meeting, no irregularities were stated. We were advised, however, about shortcomings with respect to financial procedures and internal controls to which recommendations were made to improve and strengthen both. Apart from the measures recommended by the auditors, the council decided to strengthen the finance department with someone considered to be versed with government accounting procedures, financial and store orders. Additionally, one adjustment was to be made for the end of the fiscal year to adjust all outstanding balances. This adjustment, I was told, was recommended by the government auditors in a meeting held earlier on Wednesday, March twenty-fifth 2009 between the Belize City Council’s Director of Financial Services; Mr. Dwane Davis, Internal Auditor; Mr. Anthony Castillo, Senior Audit Clerk and incoming Senior Accounting Officer; Ms. Lavern Smith and outgoing Senior Accounting Officer; Ms. Kiran Vanjani and the government’s four auditors; Ms. Carla Faber, Ms. Kimberly Ellis, Ms. Sheena Smith and Ms. Kimberly Lord. In this meeting the council’s representatives were advised by the government auditors to prepare a voucher with the supporting documents to offset the under-deposits. This was confirmed by the outgoing Senior Accounting Officer, that the incoming Senior Accounting Officer would have made the necessary adjustments. It has now been revealed that this adjustment was not done, which has apparently led to the perception of financial irregularities. The supporting documents, however, have since been provided to the financial controller to clarify any such alleged irregularities. These financial procedures of under-deposits have been an ongoing procedure under both P.U.P. and U.D.P. administrations. The findings in question, are not anything new as the government auditors had already discussed these issues with us on March twenty-fifth, 2009 and June fifteenth, 2009. not withstanding the urgency pf the audit work being demanded at the Karl Heusner Memorial Hospital, the council hopes that the governments audit department can furnish quickly, the final draft of the government audit of the Belize City Council for the period 2003 to 2009 so as to end any or all speculations once and for all.”
