13th Senator Would Have Allowed Senate Investigations

Those sections, seventy-eight and eighty of the Constitution, state that even if the Senate does not pass a Money Bill, or non-Money Bill, respectively, the House can still within thirty days send that Bill to the Governor-General for his assent. The P.U.P. so claims that paralysis is certainly not the rationale behind the Prime Minister’s reticence. They say that rather, it appears to be all about protection from oversight and investigation.

“What has happened as a result of his unlawful behaviour is that he has completely frustrated the will of the National Assembly. In November 2013 Honourable Lisa Shoman introduced a motion in the national Assembly calling for the appointment of a Senate Select committee that would look into the question of Pennergate, Visagate, the unlawful, criminal sale of citrizenship and visas by persons high up in the United Democratic Party government. Because there was no thirteenth Senator, the vote was six to six and the President of the senate voted to break the deadlock to refuse the passage of that motion. So today the people of Belize do not know the full extent of the criminality that was taking place in the Immigration Department.”

“If there was a thirteenth Senator, it is very clear that there would have been a Senate Special Select Committee to investigate the U.D.P. Penner immigration scandal. The U.D.P. used their majority in the Senate to block this inquiry. Similarly the motion tabled by Senator Mark Lizarraga representing the business community in November of 2014, which sought to have the U.D.P. government provide an explanation, an accounting of unauthorized expenditure of millions of Petrocaribe funds…was also blocked and thwarted by the U.D.P. Senate majority.”
