John Avery Explains PUC’s Recommendations

John Avery

Avery would proceed to explain the methodology used in formulating the PUC’s recommendations.

John Avery, Chairman, Public Utilities Commission

“Now, the way we need to look at these things is like for example, if you look at the orange line around the middle of the graft there, basically the orange line is during the night when we don’t have a lot of demand. It would show that we would have a lot of excess capacity; we would have a lot of excess capacity during the low periods. We would be able to match for the most part the grid average maximum and then to get the peak at times, we perhaps need to revert to fossil fuel generation. Of course again, this does not include CFE. Fossil fuel will only be dispatched if CFE is not available or if the cost of dispatching fossil fuel are lower than the prices that are available from Mexico. So this gives a good idea of some of the different considerations and different things that we need to consider. You will notice that the ultimate peaks don’t last a long time. The average consumption basically though we are able to satisfy quite reasonably.”

As a result of the evaluation and selection processes, a total of five companies have been recommended for immediate negotiations with Belize Electricity Limited.
